City of Oshkosh-Minutes-November 2024
The City of Oshkosh Council met for regular session November 14, 2024, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
President of the Council Michael Piva called the meeting to order and read the Open Meetings Act, LV 898.
Present: Council Members: Mike Piva, George Zoucha, Jaden Porter, Gary DeCock. Also attending: City Administrator James Bondegard, Deputy Clerk Kim Martin, City Attorney, Rory Roundtree, and Sheriff, Randy Ross. Absent Mayor Terry Davis.
Motion by DeCock seconded by Porter to excuse Mayor Terry Davis. Motion carried unanimously.
Motion by Zoucha seconded by DeCock, to approve the consent agenda: agenda, minutes, claims, Treasurer’s Report. Motion carried unanimously.

OLD BUSINESS:
ARPA Funds: Updated financials and deadline for projects.
Motion by DeCock seconded by Zoucha to approve the use of ARPA funds for camera system installation. Motion carried unanimously.
Broadband: Discussed progress on fiber project.
Administrator Bondegard updated the council on Ordinance Integration.
NEW BUSINESS:
Sheriff Ross discussed the sheriff’s report.
The Animal Control Report was reviewed.
Motion by Piva seconded by Zoucha to approve Nuisance Abatement Application with WCNDD. Motion carried unanimously.
Motion by Zoucha seconded by Piva to approve building permit for Lauren Olson for a covered porch at 404 W Ave C. Motion carried unanimously.
Motion by Zoucha seconded by DeCock to approve building permit for Dale Fleming for an addition at 1006 W 1st. Motion carried unanimously.
Administrator Bondegard discussed with council about Rural Workforce Housing Fund Program.
Administrator Bondegard updated the council on the status and progress with The Creative District.
Motion by Porter seconded by DeCock to approve Resolution 46-24 for Year End Certification of City Superintendent. Motion carried unanimously. Full Resolution is on file and available at City Hall.
RESOLUTION NO. 46-24
SIGNING OF THE
YEAR-END CERTIFICATION OF THE CITY STREET SUPERINTENDENT
2024
Whereas: State of Nebraska Statutes, sections 39-2302, and 39-2511 through 39-2515 details the requirements that must be met in order for a municipality to qualify for an annual Incentive Payment; and
Whereas: The State of Nebraska Department of Transportation (NDOT) requires that each incorporated municipality must annually certify (by December 31st of each year) the appointment(s) of the City Street Superintendents(s) to the NDOT using the Year-End Certification of City Street Superintendent form; and
Whereas: The NDOT requires that each certification shall also include a copy of the documentation of the city street superintendent’s appointment, i.e., meeting minutes; showing the appointment of the City Street Superintendent by their name as it appears on their License (if applicable), their License Number (if applicable), and Class of License (if applicable), and type of appointment, i.e., employed, contract (consultant, or interlocal agreement with another incorporated municipality and/or county), and the beginning date of the appointment; and
Whereas: The NDOT also requires that such Year-End Certification of City Street Superintendent form shall be signed by the Mayor or Village Board Chairperson and shall include a copy a resolution of the governing body authorizing the signing of the Year-End Certification of the City Street Superintendent form by the Mayor or Village Board Chairperson.
Be it resolved that the Mayor of the City of Oshkosh is hereby authorized to sign the attached Year-End Certification of City Street Superintendent completed form(s).
Adopted this 14th day of November 2024, at Oshkosh, Nebraska.
Motion by DeCock seconded by Zoucha to approve the bid for a dump truck. Motion carried unanimously.
Piva discussed with the council 90/10 reimbursement grant with NPPD for EV charging station.
Motion by Zoucha seconded by DeCock to adjourn the meeting at 5:50 P.M. Motion carried unanimously.
