City of Oshkosh-Minutes-December 2024
The City of Oshkosh Council met for regular session December 12, 2024, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Terry Davis called the meeting to order and read the Open Meetings Act, LV 898.
Present: Mayor Terry Davis, Council Members: Mike Piva, George Zoucha, Jaden Porter, Gary DeCock. Also attending: City Administrator James Bondegard, Deputy Clerk Kim Martin, City Attorney, Rory Roundtree, Brian Pilkington with Vistabeam, Jan Davis, Tom Martin, and Sheriff, Randy Ross. Absent: Newly elected council member Jeannie Schwartz. Excused.
Motion by Zoucha seconded by DeCock, to approve the consent agenda: agenda, minutes, claims, Treasurer’s Report. Motion carried unanimously.

Motion by Zoucha seconded by Porter to approve the use of ARPA funds for Cla Valve project. Motion carried unanimously.
Broadband: Discussed progress on fiber project.

Motion by Piva seconded by Zoucha to approve WCNDD Resolution to rescind:
Sheriff Ross discussed the sheriff’s report.
The Animal Control Report was reviewed.
Motion by Piva seconded by DeCock to approve NPAIT application for investment funds. Motion carried unanimously.
Motion by DeCock seconded by Porter to approve the Vistabeam phone system proposal . Motion carried unanimously.
Administrator Bondegard discussed with council about the Bran bike ride.
Motion by Porter seconded by Zoucha to approve Maintenance Agreement Renewal with Nebraska D.O.T. Motion carried unanimously.

Attorney Roundtree read the Oath of Office for mayor Terry Davis and council member Jaden Porter.
Motion by Piva seconded by DeCock to Elect Jaden Porter for Council President. Voting Yay: Piva, DeCock, Abstain: Porter. Motion carried.
Motion by Piva seconded by DeCock to approve Mayor Davis appointments for 2025. Motion carried unanimously.
