The City of Oshkosh Council met for regular session December 11th , 2025, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Jeannie Schwartz called the meeting to order and read the Open Meetings Act, LV 898.
Present: Mayor Jeannie Schwartz, Council Members: Jaden Porter, Mike Piva, and Gary DeCock. Also attending: City Attorney Rory Roundtree, City Administrator James Bondegard, Deputy Clerk Kim Martin, Shaun Friedrichsen, Alley Houser, Sheriff Randy Ross, Tom Martin, Matthew Krajewski, and Jeff Allbery.
Motion by DeCock, seconded by Piva to approve the consent agenda: agenda, minutes, claims, Treasurer’s Report. Motion carried unanimously.

Update on Grants: Bondegard announced City of Oshkosh was awarded a grant for $17,054.86 to assist with the purchase of a new baler from Nebraska Recycle Council.
ARPA funds: Bondegard gave an update on the remaining funds that will be used for installation of internet at the auditorium.
NEW BUSINESS:
Motioned by Piva, seconded by DeCock to approve Jaden Porters resignation from City Council. Motion carried unanimously.
Motioned by DeCock, seconded by Schwartz to appoint Matthew Krajewski for vacant City Council position. Voting Aye: DeCock, Schwartz. Voting Nay: Piva. Motion failed to appoint vacant council position.
Motioned by Schwartz, seconded by DeCock to appoint Jeff Allbery for vacant City Council position. Voting Aye: Schwartz, DeCock. Voting Nay: Piva. Motion failed to appoint vacant council position.
Motioned by Piva, seconded by DeCock to approve adding Jeannie Schwartz to the Banking Resolution; and to remove Terry Davis. Motion carried unanimously.
The Sheriff’s report was reviewed.
The Animal Control Report was not given.
Motioned by DeCock, seconded by Piva to approve the application from WCNDD for nuisance abatement program. Motion carried unanimously.
Motioned by Piva, seconded by DeCock to approve the Maintenance Agreement Renewal with Nebraska D.O.T. Motion carried unanimously.
Motioned by Schwartz, seconded by Piva to approve the service agreement with Roundtree Law. Motion carried unanimously.
Motioned by DeCock, seconded by Schwartz to approve appointing James Bondegard to the Oshkosh Housing Authority Board. Motion carried unanimously.
Motioned by Schwartz, seconded by Piva to Proclaim January as National Radon Month. Motion carried unanimously.
Motioned by Piva, seconded by DeCock to approve Jordan Russell for Economic Development Committee. Motion carried unanimously.
