City of Oshkosh -Minutes- March 2025
The City of Oshkosh Council met for regular session March 13th, 2025, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Terry Davis called the meeting to order and read the Open Meetings Act, LV 898.
Present: Mayor Terry Davis, Council Members: Mike Piva, Gary DeCock, and Jeannie Schwartz. Also attending: City Attorney Rory Roundtree, City Administrator James Bondegard, Deputy Clerk Kim Martin, Utilities Superintendent Scott Smith, Jerry Smith, Laurie Soper, Katie Hruby, Vicente and Kelli Rodarte, and Sheriff, Randy Ross. Absent: council member Jaden Porter.
Motion by Piva, seconded by DeCock to excuse Jaden Porter. Motion carried unanimously.
Motion by DeCock, seconded by Piva, to approve the consent agenda: agenda, minutes, claims, Treasurer’s Report. Motion carried unanimously.

Broadband: Installations are being scheduled.
Update on Good Sports grant: Bondegard updated council on equipment grant to include apparel, helmets and other items needed for the upcoming baseball/softball season.
NEW BUSINESS:
Sheriff Ross discussed the sheriff’s report.
The Animal Control Report was reviewed.
Vicente and Kelli Rodarte the new owners at 205-207 W Ave A discussed business plans with council.
Council discussed with city attorney regulations and suggestions for commercial vacant properties.
Bondegard updated council on the upcoming BRAN bike ride event.
Bondegard discussed with council repairs needed at the auditorium.
Motion by Piva, seconded by Schwartz, to approve that the city would pay for the recycle program through the summer months. Motion carried unanimously.
Bondegard discussed with council and city attorney about using WCNDD for potential one off properties.
Bondegard discussed potential land acquisition options with the council and city attorney.
Motion by Piva, seconded by DeCock to adjourn the meeting at 5:53 P.M. Motion carried unanimously.
