City of Oshkosh-Minutes-May 2025

​The City of Oshkosh Council met for regular session May 8th, 2025, at 5:00 p.m.
 
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers.  Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
 
Mayor Terry Davis called the meeting to order and read the Open Meetings Act, LV 898.
 
Present: Mayor Terry Davis, Council Members: Jaden Porter, Mike Piva, Gary DeCock, and Jeannie Schwartz. Also attending: City Attorney Rory Roundtree, City Administrator James Bondegard, Deputy Clerk Kim Martin, Sally Anderson, Liz Loyd, Shaun and Katherine Friedrichsen, and Chief Deputy, Kelsey Brehmer.
 
Motion by DeCock, seconded by Piva to approve the consent agenda: agenda, minutes, claims, Treasurer’s Report.  Motion carried unanimously.

ARPA Funds: Updated on financials.
 
Creative district: Bondegard gave update that Oshkosh has become a Certified Creative District.
 
Bran bike ride: Update given.
 
NDEE GIS mapping grant: Bondegard updated council on the grant awarded which will be used to update the GIS mapping system.
 
NEW BUSINESS:
 
The Animal Control Report was reviewed.
 
Chief Deputy Brehmer gave Sheriff’s Report.
 
Motion by Piva, seconded be Porter to approve becoming a participant with NPAIT. Motion carried unanimously.
 
Motion by Piva, seconded by Porter to approve Economic Development Recommendation for LB840 loan for Shaun and Katherine Friedrichsen. Motion carried unanimously.
 
At 5:15 P.M. Mayor Davis opened the sealed bid for the 1959 truck.
 
Motion by DeCock, seconded by Schwartz to approve the bid for the sale of the 1959 truck. Motion carried unanimously.
 
Motion by Schwartz, seconded by Porter to approve Miller & Associates for wastewater reconstruction project.  Motion carried unanimously.
 
Motion by Piva, seconded by DeCock to approve Miller & Associates estimates for sewer replacement project. Motion carried unanimously.
 
Motion by Piva, seconded by Schwartz to move forward with the sewer replacement project. Motion carried unanimously.
 
Motion by Piva, seconded by Porter to approve Miller & Associates proposal for the GIS mapping project. Motion carried unanimously.
 
Liz Loyd updated council on health insurance options for city employees.
 
Mayor Davis discussed Garden County Hospital operations.
 
Motion by Schwartz, seconded by Porter to adjourn the meeting at 5:50 P.M. Motion carried unanimously.
