City of Oshkosh Minutes-July 2025
The City of Oshkosh Council met for regular session July 10th , 2025, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
President of the council Jaden Porter called the meeting to order and read the Open Meetings Act, LV 898.
Present: Council Members: Jaden Porter, Mike Piva, Gary DeCock, and Jeannie Schwartz. Also attending: City Attorney Rory Roundtree, City Administrator James Bondegard, Deputy Clerk Kim Martin, Tom Martin, Emma Caster with WCNDD, Jennifer Branson and Aaron Jones with NPPD, Sally Anderson, Shaun Friedrichsen, Vicente’ and Kelli Rodarte, and Sheriff Randy Ross. Absent: Mayor Terry Davis.
Motion by Piva, seconded by DeCock to excuse Mayor Davis. Motion carried unanimously.
Motion by DeCock, seconded by Schwartz to approve the consent agenda: agenda, minutes, claims, Treasurer’s Report. Motion carried unanimously.

OLD BUSINESS:
Twin Cities Development: Bondegard gave update on the business fair Twin Cities will be holding, and that they have hired a Community Impact Specialist as well.
GSI Mapping: Bondegard gave an update on the project. The process of locating fir hydrants and meter pits is being done and almost completed.
NEW BUSINESS:
Jennifer Branson and Aaron Jones with NPPD gave a presentation on services and provided information on available incentive programs. NPPD collected and remitted $117,240.65 in lease payments and $15,958 in city sales tax to Oshkosh in 2024.
Emma Caster with WCNDD: Consider Declared Nuisance Resolution. DeCock stated he had talked to a property owner about the Nuisance Abatement Program.: Motion by Piva, seconded by Porter to declare a nuisance by Resolution. Voting AYE: Porter, Piva , Schwartz. Voting NO: DeCock. Motion carried. Resolutions are on file at City Hall.
Motioned by Piva, seconded by DeCock to Rescind Resolution. Motion carried unanimously. Full Resolutions are on file at City Hall.
Motioned by Piva, seconded by Porter to Abate the following properties. Voting AYE: Porter, Piva, Schwartz. Voting NO: DeCock. Motion carried.
Sheriff Randy Ross gave Sheriff’s Report.
The Animal Control Report was reviewed.
Policy on Authority to Direct City employees was reviewed which establishes clear guidance on the chain of command of council members and elected officials. Motion by Schwartz, seconded by DeCock to approve Policy on Authority to Direct Employees. Voting AYE: DeCock, Porter, Schwartz. Voting NO: Piva. Motion carried.
Motion by DeCock, seconded by Schwartz to approve Resolution No. 29-25-LARM Renewal. Motion carried unanimously.
Motion by DeCock, seconded by Schwartz to approve building permit for Pam Raymer at 405 W Ave M for a storage shed. Motion carried unanimously.
Bondegard discussed with council the 2025-2026 Budget.
Motion by Piva, seconded by Porter to adjourn the meeting at 5:33 P.M. Motion carried unanimously.
President of the council Porter called the Public Hearing for an application for Class C Liquor License for OE Holdings at 5:34 P.M.
There was no public comment for or against said application.
Motion by Schwartz, seconded by Porter to approve application for Liquor License for OE Holdings. Motion carried unanimously.
Motion by Piva, seconded by DeCock to adjourn the meeting at 5:35 P.M. Motion carried unanimously.
