City of Oshkosh-Minutes-August 2025

​The City of Oshkosh Council met for regular session August 14th , 2025, at 5:00 p.m.
 
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers.  Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
 
President of the council Jaden Porter called the meeting to order and read the Open Meetings Act, LV 898.
 
Present: Mayor Terry Davis, Council Members: Jaden Porter, Mike Piva, Gary DeCock, and Jeannie Schwartz. Also attending: City Attorney Rory Roundtree, City Administrator James Bondegard, Deputy Clerk Kim Martin, Samuel Pennington, Kc Merrihew, Samantha Pedraza, Andea Beierle, Chief Deputy Kelsey Brehmer and Sheriff Randy Ross.

Twin Cities Development: Bondegard gave update on the scrap grant Twin Cities Development is working to get approved.
 
Motioned by Piva, seconded by Porter to consider advertising bids for Sanitary Sewer Improvement. Motion caried unanimously.
 
NEW BUSINESS:
 
Samuel Pennington, Interim CEO with Garden County Health Services discussed with council a Grant Proposal for EMS service. No action taken.
 
WCNDD: Consider A Motion to Rescind  Resolution.
 
Motioned by Piva, seconded by Porter to Rescind Resolution. Motion carried unanimously. Full Resolutions are on file at City Hall.

Motioned by DeCock, seconded by Piva to Abate the following properties. Motion carried unanimously.

Sheriff Randy Ross and Chief Deputy Brehmer discussed new program that will allow Ordinances to be uploaded, and they also recommended an Ordinance for registering ATV’s
 
The Animal Control Report was reviewed.
 
Motion by DeCock, seconded by Porter to approve the 2-year Law Enforcement Agreement with a 3% increase. Motion carried unanimously.
 
Motion by Piva, seconded by Schwartz to approve Emily Russell to the Library Board. Motion carried unanimously.
 
Motion by DeCock, seconded by Porter to approve the building permit for a covered porch at 110 E Ave E. Motion carried unanimously.
 
Motion by Porter, seconded by Schwartz to approve Resolution No. 47-25 for Annual Certification for Street Superintendent. Motion carried unanimously.
 
Motion by Schwartz, seconded by DeCock to approve the use of tables and chairs for the Garden County Health Services end of summer BBQ. Motion carried unanimously.
 
Bondegard discussed with council the upcoming Budget Workshop on August 26th.
 
Motion by Porter, seconded by Schwartz to adjourn the meeting at 5:43 P.M. Motion carried unanimously.
