Minutes January-2026

​The City of Oshkosh Council met for special session January 15th, 2026, at 5:00 p.m.
 
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers.  Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
 
Mayor Jeannie Schwartz called the meeting to order and read the Open Meetings Act, LV 898.
 
Present: Mayor Jeannie Schwartz, Council Members: Mike Piva, and Gary DeCock. Also attending: City Attorney Rory Roundtree via phone, City Administrator James Bondegard, Deputy Clerk Kim Martin, Sheriff Randy Ross, Tom Martin, Deb Condra, Tony Martinez, Terry Davis, Shaun Friedrichsen, Scott Smith, Matthew Krajewski, Connie Peterson, Moe Moffat, Taylor and Brittany Waltman, Liz Loyd, Samantha Pedraza, Kelsey Brehmer, Andrea Beierle, Justin Stolzer, Dennis Maggart via zoom.
 
Motioned by DeCock, seconded by Schwartz to appoint Matthew Krajewski for the vacant City Council position. Motion carried unanimously.
 
Motioned by DeCock, seconded by Piva to appoint Connie Peterson for the vacant City Council position. Motion carried unanimously.
 
Bondegard conducted a swearing -in ceremony and the appointed council took their seats at the table.
 
Dennis Maggart with LIGHT had a lengthy discussion with council, answered questions and gave feedback on insurance. Talked about trends of insurance, pros and cons of small group plans, and individual plans. Maggart explained that stipends and ICHRA programs tend to be a disadvantage to employees, resulting in a higher cost.
 
The council had an in-depth discussion on price of insurance; they got feedback from Maggart on different options. Piva asked that continued discussions on health insurance be on future agendas. After discussion council will evaluate options in the future but continue with the same plan until open enrollment.
 
Motioned by Piva, seconded by Krajewski to approve the payment of the Blue Cross Blue Shield bill. Motion carried unanimously.
 
 
Motion by Krajewski, seconded by Piva to adjourn the meeting at 6:13 P.M. Motion carried unanimously.
