The City of Oshkosh Council met for Special Meeting session June 11th, 2026, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Jeannie Schwartz called the meeting to order and read the Open Meetings Act, LV 898.
Present: Mayor Jeannie Schwartz, Council Members: Mike Piva, Gary DeCock, Matthew Krajewski, Connie Peterson. Also attending: City Attorney Rory Roundtree, City Administrator James Bondegard and Deputy Clerk Kim Martin, Sheriff Randy Ross, Tom Martin, Emma Caster with WCNDD, and Joelle Balmer.
Motion by DeCock, seconded by Krajewski to approve the consent agenda: agenda, minutes, claims, Treasurer’s Report. .Motion carried unanimously.

Bondegard updated council on grant that was awarded to the Fire Department.

The Animal Control Report was reviewed.
Motion by Peterson, seconded by Krajewski to Rescind by Resolution the following Properties. .Motion carried unanimously. Full Resolutions are on file at City Hall.
Motion by Peterson, seconded by DeCock to abate the following Properties. Motion carried unanimously.
Motion by DeCock, seconded by Krajewski to approve Joelle Balmers request to close off part of Main Street for a Cars & Coffee event, to be determined at a later date. Motion carried unanimously.
Motion by Krajewski, seconded by Peterson to approve Resolution NO.14-26 Occupation Tax Rates. Motion carried unanimously. Full Resolution is on file at City Hall.
Motion by Peterson, seconded by Krajewski to approve Chambers request for Free Swimm on July 4th. Motion carried unanimously.
Motion by Piva, seconded by DeCock to obtain bids for Cameras for Other City Properties. Motion carried unanimously.
Motion by DeCock, seconded by Krajewski to approve Atlas Automations Quote for repairs at the Sewer Lagoon. Motion carried unanimously.
Motion by Peterson, seconded by DeCock to approve Application & Certificate for payment on the Sewer Improvement Project. Motion carried unanimously.
Motion by Krajewski, seconded by Piva to approve the Interlocal Agreement with NDWEE. Motion carried unanimously.
Motion by DeCock, seconded by Piva to approve Engineering Agreement with Miller & Associates. Motion carried unanimously.
Motion by Peterson, seconded by Piva to waive the three readings of Ordinance NO. 491 -Blight & Substandard Area Study. Voting Aye: Piva, Peterson, DeCock. Voting Nay: Krajewski. Motion Carried.
Motion by DeCock, seconded by Peterson to approve Ordinance NO. 491 – Blight & Substandard Area Study. Motion carried unanimously.
Motion by Krajewski, seconded by DeCock to adjourn the meeting at 5:51 P.M. Motion carried unanimously.
