September 19, 2025 Budget Hearing for 2025-2026
The City of Oshkosh Council met for Budget Hearing September 19, 2025, at 6:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Davis called the meeting to order and read the Open Meetings Act, LV 898.
Present: Mayor, Terry Davis & Council Members: Mike Piva, Jeannie Schwartz, & Gary DeCock . Also attending: Administrator James Bondegard, Deputy Clerk Kim Martin, Trevor Schuessler with Rauner &Assoc., Brian Martin, Debra Condra, Tony Martinez, Bill & Donna Keisel, and Greg Rosen.
Mayor Davis opened the Budget Hearing at 6:00 p.m. Trevor Schuessler handed out summarized budget. Schuessler discussed the budget with the council. Mayor Davis asked for public comment concerning the proposed budget.
Mayor Davis closed the budget hearing at 6:25 p.m.
Mayor Davis opened the Levy hearing at 6:26 p.m.
Motioned by Piva, seconded by Schwartz, to adopt the proposed budget for 2025-2026. Motion carried unanimously.
Motioned by Piva, seconded by DeCock, to set levies at a different amount than prior year tax request. Motion carried unanimously.
Motioned by Piva, seconded by Porter, to Approve Resolution 51-25-SetLevy. Motion carried unanimously.
RESOLUTION NO. 51-25
WHEREAS, Nebraska Revised Statute 77-1632 and 77-1633 provides that the Governing Body of the City of Oshkosh passes by a majority vote a resolution or ordinance setting the tax request; and
WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request;
NOW, THEREFORE, the Governing Body of the City of Oshkosh resolves that:
1. The 2025-2026 property tax request be set at:
General Fund: $84,114.72
Bond Fund: $57,031.25

$141,145.97
2. The total assessed value of property differs from last year’s total assessed value by -0.81 percent.
3. The tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property would be 0.292595 per $100 of assessed value.
4. The City of Oshkosh proposes to adopt a property tax request that will cause its tax rate to be 0.325853 per $100 of assessed value.
5. Based on the proposed property tax request and changes in other revenue, the total operating budget of the City of Oshkosh will increase (or decrease) last year’s budget by 37.64 percent.
6. A copy of this resolution be certified and forwarded to the County Clerk on or before October19, 2025.
Passed and approved this 12th day of September 2025.
