City of Oshkosh Council Minutes December 13, 2018
The City of Oshkosh Mayor and City Council met for regular session on December 13, 2018 at 7:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was posted at City Hall, Garden County Courthouse, and Post Office, and advertised in the Garden County News. The agenda for this meeting was kept current and available for inspection at the office of the City Clerk.
Mayor Levick called the meeting to order and read the Open Meetings Act, LB 898.
Present were: Mayor, Jim Levick and Council Members: David Cook, Gary DeCock, Sarena Assmann and Terry Davis. Also attending: Attorney, Mary Kay Robinson-Boone, Administrator, Bill Campbell, and City Clerk, LeAnn Brown.
Motion made by Cook, seconded by DeCock, to approve the agenda, approve the minutes of the previous meeting and to waive the reading thereof. Motion carried unanimously.
Motion by Davis, seconded by Assmann, to approve the Treasurer’s Report. Motion carried unanimously.
A motion by DeCock, seconded by Davis, to approve the following bills. Motion carried unanimously. NEW BUSINESS:
Sheriff Quinn and Deputy Yost were present to hand out the November Sheriff’s Report. It was reviewed by the Mayor and Council.
The Animal Control Officer’s Report was gone over.
Wendy Krueger, representing the Regional West Garden County Foundation, requested a Special Designated Liquor Application for their Valentine Benefit on February 2, 2019 at the City Auditorium. A motion by Assmann, seconded by DeCock to approve said application. Voting Yea: Assmann, DeCock, and Cook. Abstain: Davis. Motion carried.
Motion by Cook, seconded by DeCock, to approve the recommendation from the Economic Development Advisory Committee to loan Kristin Cartwright up to $10,000.00 to buy equipment for her new business on Main Street. Motion carried unanimously.
Motion by Davis, seconded to Assmann, to approve a building permit for the Wesleyan Church parsonage. Voting Yea: Davis, Assmann, and Levick. Abstain: Cook and DeCock. Motion carried.
A motion by DeCock, seconded by Cook, to accept George Zoucha’s resignation with regrets. Motion carried unanimously.

RE-ORGANIZATIONAL MEETING:
Attorney, Mary Kay Robinson-Boone gave the oath of office to re-elected Councilmen David Cook and Gary DeCock.
Present: Mayor Jim Levick, and Council Members: David Cook, Gary DeCock, Sarena Assmann, and Terry Davis. Also attending: City Attorney, City Administrator, and the City Clerk.
Motion made by DeCock, seconded by Assmann, to elect Terry Davis as President of the Council. Motion carried unanimously.
Motion by Assmann to approve Mayor Levick’s appointments for 2019. Councilman Cook seconded the motion. Motion carried unanimously.
