INSIDE CORPORATE LIMITS - every primary and separate meter water service and each residence and business .
BASE RATE BY METER SIZE: RATE:

WATER USUAGE FEES:
Less than 1000 gallons – included in base rate.
Over 1000 gallons $1.60 per 1000 gallons used.
TURN ON FEE:
$10.00 will be charged as a turn on fee for each additional meter at a residence or business such as for sprinkler system, garden, etc.
BULK & FIRE HYDRANT FEES:
Less than 1000 gallons - $50.00
Over 1000 gallons - $11.50 per 1000 gallons
Any person receiving water from a fire hydrant shall have a certified back flow preventer to be inspected by the City of Oshkosh annually prior to collecting any water.
RENTERS DEPOSIT FEE: Deposit for renters when initiating service shall be $150.00.
SHUT OFF & RE-CONNECTION FEE:
$40 will be charged as a re-connection fee for meters that have been turned off because of a delinquent water bill during business hours.
$125 will be charged as a re-connection fee for meters that have been turned off because of a delinquent water bill after business hours.
OUTSIDE CITY LIMITS: Upon application and approval by the water department of the City of Oshkosh water service may be provided to customers outside the city limits of the City of Oshkosh.
RURAL WATER SURCHARGE: Residences and businesses located outside the city limit will pay a monthly fee of $15.00 in addition to the applicable turn on and water usage fees above.

The charge to each such user shall be determined by the responsible plant operating personnel and approved by the City Council. The user charge rates in this resolution apply to all users, regardless of their location of the city’s treatment works.

DELINQUENT BILLS, DISCONNECT, AND RECONNECT POLICY
DELINQUENT BILLS
Bills not paid on or prior to the 14th of the month will be considered delinquent. Customers with delinquent bills will receive written notice by mail that service may be terminated unless they do one of the following BEFORE the disconnection date in the letter:
1. Pay the bill in full.
2. Mail a partial payment of at least 50% of the delinquent bill AND enter
into a written agreement to pay the balance in two monthly
installments of at least $50.00 per payment. This agreement also
requires payment of the current month’s bill as due.
3. Pay the undisputed portion of the bill and file a written appeal with the
City Clerk of the disputed portion of the bill. Service will be continued
until the Administrator and/or City Clerk hears the appeal.
** NOTE: Time extensions for payment of delinquent bills WILL NOT be granted
by telephone. Installment payment arrangements must be made prior to dis-
connection date with a signed contract.
DEPOSIT CHARGE
All renters that require city water, sewer, and trash services will be required to make a $150 deposit. All rural trash customers are required to make a deposit of two monthly charges.
SERVICE AND RECONNECT CHARGES
There are no service connection charges for new accounts opened with the City.
Service disconnection for non-payment will be re-established when the customer makes FULL payment of past due charges and pays $40 for the re-connect fee for each service disconnected during regular business hours. Re-connect fee after hours is $125.
REFUSAL OF SERVICE
The City of Oshkosh may refuse service if:
1. Applicant is indebted for past services and refuses to satisfy debt.
2. No deposit fee is paid for renters only.
3. The customer has tampered with the utility meter.
4. There is an outstanding bill on the meter to be turned on.
5. Applicant is under the age of 19.
DISCONTINUANCE OF UTILITY SERVICES
The City may disconnect all utility services for any of the following reasons, or for any other reason permitted by Federal, State or Municipal law:
1. Failure to meet the applicable provisions of law.
2. Violation of the city ordinances or regulations pertaining to utility
service.
3. Nonpayment or failure to pay all charges and/or penalties from past or
present utility bills.
4. Willful or negligent waste of service due to improper or imperfect
pipes and fixtures or otherwise.
5. Tampering with any meter, seal or other equipment controlling or
regulating the supply of utility service.
6. Theft or diversion and/or use of service without payment thereof.
7. Failure to keep an agreement to satisfy a continuing debt.
The City of Oshkosh will disconnect utility services at any time and has no policy prohibiting the disconnection of services during the winter months.
READING OF METERS; INACCESSIBLE METERS AND ESTIMATION OF BILL
Meters are read upon the beginning and termination of service. It is the CUSTOMER’S Responsibility to inform the City Hall of beginning and ending dates of service.
Once service has been established, if an actual reading cannot be obtained the consumption will be estimated. Readings may also be called in.
Inaccessible meters are those meters that the meter reader cannot physically read his/her regular route due to a locked gate, a dog in the yard, or other factors that prevent the meter reader from physically reading the meter(s). Inaccessible meters shall be established at estimating the bill by previous month reading and/or what the customer used the previous year. All minimum and customer charges still apply.
If the city must estimate the usage for two or more billing cycles, the utility bill WILL NOT be recalculated.
Utility meters need to be accessible to city utility employees.
