The City of Oshkosh Mayor and City Council met for regular session on December 14, 2017 at 7:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was posted at City Hall, Garden County Courthouse, and Post Office. The agenda for this meeting was kept current and available for inspection at the office of the City Clerk.
Mayor Levick called the meeting to order and read the Open Meetings Act, LB 898.
Present were: Mayor, Jim Levick and Council Members: David Cook, Sarena Assmann, and Terry Davis. Absent: Gary DeCock. Also attending: Administrator, Bill Campbell, and City Clerk, LeAnn Brown.
Motion made by Cook, seconded by Davis, to approve the agenda, approve the minutes of the previous meeting and to waive the reading thereof. Motion carried unanimously.
Motion by Assmann, seconded by Davis, to approve the Treasurer’s Report. Motion carried unanimously.
A motion by Cook, seconded by Davis, to approve the following bills. Motion carried unanimously. Visitors: Roxanne Bass, Debbee Doles and Jaysen Ricks.
Roxanne Bass, asked the Mayor and Council to waive the no alcohol sales on Sunday for December 31, 2017. This request was not on the agenda, so no action could be taken.
OLD BUSINESS:
No Health Board Report given. Dead trees in town are being addressed.
Debbee Doles and Jimmy Buffet, came before the Mayor and Council to request a Livestock & Fowl Permit. After reviewing and discussing how the animals will be contained, Assmann made a motion and Cook seconded the motion, to allow a Livestock & Fowl Permit for three goats and seven chickens to Debbee Doles at 1009 East 2nd Street. Motion carried unanimously.
A motion by Davis, seconded by Assmann, to adopt policy for a Code of Conduct for Elected Officials. Motion carried unanimously.
After reviewing several bids for mulch and border timbers for the new playground equipment coming this spring, Cook made a motion, and Davis seconded the motion, to award the bid to Sterling West at a price of $1,280.00 for the boarder and $5,195.00 for the rubber mulch. Motion carried unanimously.
NEW BUSINESS:
Deputy Sheriff Dean presented the Sheriff’s Report for Council’s review.
The Animal Control Report was gone over and discussed.
Mayor Levick opened the one proposal received for a single audit required for total federal expenditures over $750,000. The City did not spend over $750,000, so no single audit needed for 2016-17.
Motion made by Assmann, seconded by Davis, to approve Salary Resolution No. 14-17. Motion carried unanimously.

A RESOLUTION TO SET SALARIES AND COMPENSATION OF THE SEVERAL OFFICERS AND EMPLOYEES OF THE CITY OF OSHKOSH, NEBRASKA, HEREWITH NAMED INAMOUNTS HEREWITH FOLLOWING AND TO REPEAL ANY ORDINACE OR RESOLUTION IN CONFLICT HEREWITH:
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF OSHKOSH, NEBRASKA:
Section 1. The several officers and employees of the City of Oshkosh, Nebraska hereinafter named shall receive for the salaries and compensation, the amounts following:
MAYOR $ 2,400.00 per year
COUNCIL MEMBER $ 1,200.00 per year
CITY ADMINISTRATOR $29,531.22 per year
STREET & UTILITY SUPT. $29,531.22 per year
ECONOMIC DEVELOPMENT ADMINISTRATOR $ 2,000.00 per year
MAINTENANCE & UTILITY EMPLOYEE $48,000.00 per year
SANITATION EMPLOYEE $49,800.00 per year
CITY CLERK & TREASURER $48,000.00 per year
TEMPORARY OFFICE HELP $ 12.00 per hour
ANIMAL CONTROL OFFICER $ 700.00 per month
CITY ATTORNEY $ 75.00 per hour
That the salaries of the Administrator, Clerk, Sanitation, Street and Utility Superintendent, Animal Control Officer, Maintenance Employee, Attorney, and Librarian shall be paid monthly or as the City Council shall see fit. Salaries of all other officers provided for in this section shall be paid yearly. The salaries of all officers and employees not specified in this section shall be paid in such sums at such intervals in such a manner as may be fixed by the Statutes of Nebraska or by the City Council.
Section 2. Any resolution or parts of any resolution in conflict herewith are repealed.
Section 3. This resolution shall be in full force and take effect from and after its passage, according to law.

A discussion was held on adopting an ordinance to band all weapons in the City Hall. An ordinance on this subject will be on next month’s agenda.
The Mayor and Council discussed the speed limit on Highway 26. The City will support any and all efforts that Garden County plans to pursue to lower the speed limit. The City has tried many times before, so any help is appreciated.

Mayor Levick opened the re-organizational meeting at 8:20 p.m. Present were: Mayor, Jim Levick and Council Members: David Cook, Sarena Assmann, and Terry Davis. Absent: Gary DeCock. Also attending: City Administrator, Bill Campbell and City Clerk, LeAnn Brown.
A motion made by Assmann, seconded by Davis, to elected David Cook as President of the Council. Voting Yea: Assmann, Davis, and Levick. Abstained: Cook. Motion carried.
A motion made by Davis, seconded by Cook, to approve Mayor Levicks appointments for 2018. Motion carried unanimously.
