The City of Oshkosh Council met for regular session October 14, 2021 at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Davis called the meeting to order and read the Open Meetings Act, LV 898.

Sheriff’s Deputy Seibert was present and spoke about acquiring a drug dog. The council discussed an Interlocal Agreement with the Sheriff Department for expenses for the drug dog and training that they are raising money for. This will be on the November agenda for consideration.
Mayor Davis opened the second public hearing at 5:19 p.m., for the CDBG Grant No. 19-WW-003 to provide opportunity to hear the progress of the Wastewater and Facilities Rehabilitation and Improvements Project. For the sewer system improvements activity, Primary Contractor Myers Construction was awarded the contract, and in addition had five subcontractors on site. The renovations were completed within the 24-month grant period, and the Certificate of Substantial Completion was executed September 10, 2021. The project did not require any amendments or extensions. The CDBG total budget project cost was $1,911,160, of which $435,000 were CDBG funds. The City provided a match of $1,476,160 using CWSRF grant/loan funds. Actual beneficiaries include 750 persons, of whom 405 (54.00%) are LMI persons. During the grant period, the city affirmatively furthered fair housing by updating Fair Housing content on the City’s website by adding additional links and resources to the web page. To date, there have been four clicks on the Fair Housing content. No persons were displaced during the project. The city will now proceed with the closing out of the grant. No persons were heard for or against said project. The second public hearing closed at 5:23 p.m.
The Animal Control Report was reviewed.

A RESOLUTION AMENDING RESOLUTION NO. 25-19 AUTHORIZING ASSESSMENT AGAINST THE PROPERTY OF LAND OWNERS FOR REMOVING WEEDS AND GRASS MOWING.

The council discussed implementing a policy because Waste Connections is requesting the city to charge trash pickup to all residents that have water and sewer connected. A resolution will be on November’s agenda to consider concerning this.

RESOLUTION NO. 26-21
WHEREAS, the Federal Disaster Mitigation Act of 2000 was signed in to law on October 30, 2020, placing new emphasis on state and local mitigation planning for natural hazards and requiring communities to adopt a hazard mitigation action plan to be eligible for pre-disaster and post-disaster federal funding for mitigation purposes; and
WHEREAS, a Multi-Jurisdictional Hazard Mitigation Plan was prepared by the North Platte Natural Resources District, with assistance from JEO Consulting Group, Inc.
WHEREAS, the purpose of the mitigation plan was to lessen the effects of disasters by increasing the disaster resistance of the counties and participating jurisdictions located within the planning boundary by identifying the hazards that affect the City of Oshkosh and prioritize mitigation strategies to reduce potential loss of life and property damage from those hazards, and
WHEREAS, FEMA regulations require documentation that the plan has been formally adopted by the governing body of the City of Oshkosh in the form of a resolution and further requesting approval of the plan at the Federal Level; and
NOW, THEREFORE, the governing body of the City of Oshkosh does herewith adopt the most recent and FEMA approved version of the North Platte NRD Multi-Jurisdictional Hazard Mitigation Plan update in its entirety; and

RESOLUTION NO. 26-21
WHEREAS, the Federal Disaster Mitigation Act of 2000 was signed in to law on October 30, 2020, placing new emphasis on state and local mitigation planning for natural hazards and requiring communities to adopt a hazard mitigation action plan to be eligible for pre-disaster and post-disaster federal funding for mitigation purposes; and
WHEREAS, a Multi-Jurisdictional Hazard Mitigation Plan was prepared by the North Platte Natural Resources District, with assistance from JEO Consulting Group, Inc.
WHEREAS, the purpose of the mitigation plan was to lessen the effects of disasters by increasing the disaster resistance of the counties and participating jurisdictions located within the planning boundary by identifying the hazards that affect the City of Oshkosh and prioritize mitigation strategies to reduce potential loss of life and property damage from those hazards, and
WHEREAS, FEMA regulations require documentation that the plan has been formally adopted by the governing body of the City of Oshkosh in the form of a resolution and further requesting approval of the plan at the Federal Level; and
NOW, THEREFORE, the governing body of the City of Oshkosh does herewith adopt the most recent and FEMA approved version of the North Platte NRD Multi-Jurisdictional Hazard Mitigation Plan update in its entirety; and

The council discussed the vacant and disrepair houses in the city. Attorney Robinson-Boone will first send letters to the owners and determine what can be done with them.
Motion by DeCock, seconded by Birkel, to adjourn the meeting at 7:30 p.m. Motion carried unanimously.
