The City of Oshkosh Mayor and City Council met for regular session on December 8, 2016 at 7:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the council chambers. Notice of this meeting was posted at City Hall, Garden County Courthouse, and Post Office. The agenda for this meeting was kept current and available for inspection at the office of the City Clerk.
Mayor Levick called the meeting to order and read the Open Meetings Act, LB898.
Present were: Mayor, Jim Levick and Council Members: Brian Moffat, David Cook, Gary DeCock, and Sarena Assmann. Also attending: Attorney, Mary Kay Robinson-Boone, Administrator, Bill Campbell, and City Clerk, LeAnn Brown.
Motion made by Cook, seconded by Assmann, to approve the agenda, and approve the minutes of the previous meeting and to waive the reading thereof. Motion carried unanimously.
Motion by Assmann, seconded by Cook, to approve the Treasurer’s Report. Motion carried unanimously.
A motion by Cook, seconded by Assmann, to approve the transfer of funds and the following bills. Moffat abstained from Moe’s Heating. Motion carried unanimously. A RESOLUTION TO SET SALARIES AND COMPENSATION OF THE SEVERAL OFFICERS AND EMPLOYEES OF THE CITY OF OSHKOSH, NEBRASKA, HEREWITH NAMED INAMOUNTS HEREWITH FOLLOWING AND TO REPEAL ANY ORDINACE OR RESOLUTION IN CONFLICT HEREWITH:
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF OSHKOSH, NEBRASKA:
Section 1. The several officers and employees of the City of Oshkosh, Nebraska hereinafter named shall receive for the salaries and compensation, the amounts following:
MAYOR $ 2,400.00 per year
COUNCIL MEMBER $ 1,200.00 per year
CITY ADMINISTRATOR $28,281.24 per year
STREET & UTILITY SUPT. $28,281.24 per year
ECONOMIC DEVELOPMENT ADMINISTRATOR $ 2,000.00 per year
MAINTENANCE & UTILITY EMPLOYEE $37,000.00 per year
SANITATION EMPLOYEE $37,000.00 per year
PART-TIME EMPLOYEE $ 10.00 per hour
ANIMAL CONTROL OFFICER $ 700.00 per month
CITY ATTORNEY $ 50.00 per hour
That the salaries of the Administrator, Clerk, Sanitation, Street and Utility Superintendent, Animal Control Officer, Maintenance Employee, Attorney, and Librarian shall be paid monthly or as the City Council shall see fit. Salaries of all other officers provided for in this section shall be paid yearly. The salaries of all officers and employees not specified in this section shall be paid in such sums at such intervals in such a manner as may be fixed by the Statutes of Nebraska or by the City Council.
Section 2. Any resolution or parts of any resolution in conflict herewith are repealed.
Section 3. This resolution shall be in full force and take effect from and after its passage, according to law.

Mayor Levick declared January as Radon Month. A motion by Cook, seconded by Assmann, to approve Resolution No. 15-16. Motion carried unanimously.

WHEREAS, Radon is a naturally occurring radioactive gas released in rock, soil, and water than can accumulate to dangerous levels inside homes, schools, and other buildings;
WHEREAS, Radon cannot be seen, has no odor, and the only way a family can know if their house has an elevated radon levels is if they test for it;
WHEREAS, the City of Oshkosh has high levels of radon with more than 50 percent of the homes tested having elevated radon levels;
WHEREAS, Radon is the second leading cause of lung cancer in the United States and the leading cause of lung cancer in nonsmokers;
WHEREAS, testing for radon is simple and inexpensive;
WHEREAS, identified radon problems can be fixed; and
WHEREAS, Panhandle Public Health Department, the Nebraska Department of Health and Human Services, and the U.S. Environmental Protection Agency are supporting efforts to encourage Americans to test their homes for radon, have elevated levels of radon reduced, and have new homes built with radon-resistant features.
NOW THEREFORE, the Mayor and City Council of the City of Oshkosh do hereby proclaim January 2017 as Official Radon Action Month in Oshkosh, Nebraska in recognition of the importance of testing homes for radon, I hereby proclaim the month of January, 2017 as
NATIONAL RADON ACTION MONTH,
And I urge every member of the community to test their homes by contacting the Panhandle Public Health District at 308-487-3600 ext. 107 to request a free radon test kit.

Attorney Robinson-Boone gave the oath of office to newly elected Councilman Terry Davis and re-elected Mayor, James Levick and Council Member, Sarena Assmann.
Present: Mayor Levick and Council Members: David Cook, Gary DeCock, Sarena Assmann, and Terry Davis. Also attending: Administrator Campbell, Attorney Robinson-Boone, and Clerk Brown.
