City of Oshkosh-Minutes-January 11, 2018
The City of Oshkosh Mayor and City Council met for regular session on January 11, 2017 at 7:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was posted at City Hall, Garden County Courthouse, and Post Office. The agenda for this meeting was kept current and available for inspection at the office of the City Clerk.
Mayor Levick called the meeting to order and read the Open Meetings Act, LB 898.
Present were: Mayor, Jim Levick and Council Members: David Cook, Sarena Assmann, and Terry Davis. Also attending: Attorney, Mary Kay Robinson-Boone, Administrator, Bill Campbell, and City Clerk, LeAnn Brown.
Motion made by Davis, seconded by Cook, to approve the agenda, approve the amended minutes of the previous meeting and to waive the reading thereof. Motion carried unanimously.
Councilman DeCock present at this time.
Motion by Assmann, seconded by Davis, to approve the Treasurer’s Report. Motion carried unanimously.
A motion by Assmann, seconded by Cook, to approve the following bills. Motion carried unanimously. OLD BUSINESS:
Health Board Report: Dead trees and the building at 602 Main Street were discussed.
NEW BUSINESS:
Ryan Dean, Sheriff Deputy, gave the Sheriff’s Report.
The Mayor and Council reviewed Scotty Ray’s Animal Control Report.
Relator, Carol Lake and Greg Rosen inquired about purchasing the city’s lot at the corner of East 1st Street. Councilmember Davis moved the Council go into closed session with their attorney, administrator, and clerk to discuss the sale of real estate at the corner of East 1st Street in order to protect the public interest at 8:05 p.m. Cook seconded the motion.
Mayor Levick stated that a motion had been made and seconded to go into closed session to discuss the sale of real estate in order to protect the public interest. The pending motion is to go into closed session to discuss the sale of real estate. Motion carried unanimously.
Motion by Assmann, seconded by DeCock, to come out of closed session at 8:10 p.m. Motion carried unanimously.
Motion by Cook, seconded by DeCock, to precede with the steps to sell a city owned lot at East 1st Street. Motion carried unanimously.
Motion by Assmann, seconded by DeCock, to approve Ordinance No. 439. Motion carried unanimously.
ORDINANCE NO. 439
AN ORDINANCE GRANTING TO THE NEBRASKA PUBLIC POWER DISTRICT, A PUBLIC CORPORATION AND POLITICAL SUBDIVISION OF THE STATE OF NEBRASKA, ITS SUCCESSORS AND ASSIGNS, THE NON-EXCLUSIVE RIGHT AND FRANCHISE FOR A PERIOD OF FIFTEEN YEARS (15) TO ERECT, OPERATE AND MAINTAIN AND ELECTIC LIGHT AND POWER SYSTEM IN THE CITY OF OSHKOSH, NEBRASKA, FOR THE PURPOSE OF FURNISHING ELECTRIC ENERGY TO SAID CITY AND THE INHABITANTS THEREOF; LIMITING THE MAXIMUM CHARGES FOR SUCH ENERGY; PROVIDING CERTAIN REGULATIONS WITH REFERNCE THERETO; AND ALL THINGS INCIDENTAL TO THE PURPOSES THEREOF; REPEALING ALL ORDINANCES AND PARTS OF ORDINANCE AND PRESCRIBING THE TIME WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT.
