City of Oshkosh - Minutes April 12, 2018
The City of Oshkosh Mayor and City Council met for regular session on April 12, 2018 at 7:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was posted at City Hall, Garden County Courthouse, and Post Office. The agenda for this meeting was kept current and available for inspection at the office of the City Clerk.
Mayor Levick called the meeting to order and read the Open Meetings Act, LB 898.
Present were: Mayor, Jim Levick and Council Members: David Cook, Gary DeCock, Sarena Assmann and Terry Davis. Also attending: Attorney, Mary Kay Robinson-Boone, Administrator, Bill Campbell, and City Clerk, LeAnn Brown.
Motion made by Cook, seconded by Asmann, to approve the agenda, approve the minutes of the previous meeting and to waive the reading thereof. Voting Yea: Cook, Assmann, and DeCock. Abstained: Davis. Motion carried.
Motion by Assmann, seconded by Davis, to approve the Treasurer’s Report. Motion carried unanimously.
A motion by Davis, seconded by DeCock, to approve the following bills. Motion carried unanimously. OLD BUSINESS:
Health Board Report was discussed. Letters will be sent to code violators.
NEW BUSINESS:
Deputy Sheriff Norrie handed out the March Sheriff’s Report.
The Mayor and Council received the 2016-2017 Audit Report from Auditor, Robert J. Meyer.
The report was received as presented.
Mayor Levick opened the two sealed bids for the property the city had for sale. Parker Jessen submitted a bid of $112.84 and Greg Rosen’s bid was $1,612.00. A motion by DeCock, seconded by Assmann, to accept Rosen’s bid. Motion carried unanimously.
The Mayor and Council discussed the construction of a tower for the siren, communications, and cable television. Administrator Campbell will contact all entities that have items placed on the current water tower to discuss with them the height and cost of new tower.
Jeremiah Cross requested a Well Permit to place a well at his residence at 408 W. 5thfor yard irrigation. Much discussion was held. A motion made by Davis, seconded by DeCock, to table this agenda item until Attorney Robinson-Boone can research the ramifications of said permit. Motion carried unanimously.
Scotty Ray, Animal Control Officer, handed out his report and was reviewed. Animal Control Officer Ray will inspect the Animal Establishment at 406 W. 4thStreet.
No action was taken on a Livestock Permit for Kathy Tourney at 108 W. 5thStreet as this property is
not in the corporate limits.
Motion by Assmann, seconded by Cook to approve Building Permits for William Stuart, Randy Stanczyk, Chris Loomis, and Jeff Warden, and to table the permits for Dakota Hills Auction Service until permits can be gone over with applicant. Motion carried unanimously.
Clerk Brown reported that as of April 12thshe has received one lifeguard application. In order to open the pool there has to be four lifeguards on duty each day.
The city wide Clean Up Day is set for Thursday, May 3rd. Volunteers will need to meet at City Hall for coffee, rolls and instructions. A free lunch will be served to all volunteers. The alternate date is Friday, May 4th.
