Wendell Gaston, Councilman for the City of Sidney, Nebraska, and Executive President for the League of Nebraska Municipalities came before the City Council to thank Oshkosh for being a member of the League and inquired if there was anything the City of Oshkosh neededmore from
being a member of the League. Mayor Levick thanked Gaston for his service as Executive President of the League.
Brandi Thompson requested a Home Health & Hospice at 604 W. Ave D. Motion by Davis, seconded by Cook, to approve a Home Occupation for Thompson. Motion carried unanimously.
Mike Piva asked the Mayor and Council to consider a four-way stop sign at Ave C and West 1st. A resolution for this agenda item will be considered at the next regular meeting.
A motion by Cook, seconded by Davis, to approve a building permit for Randy Stanczyk at 404 W. 3rd. Motion carried unanimously.
A motion by Davis, seconded by Assmann, to approve Resolution No. 08-18. Motion carried unanimously.
LEAGUE OF ASSOCIATION OF RISK MANAGEMENT
2018-2019 RENEWAL RESOLUTION
RESOLUTION NO. 08-18
WHEREAS, The City of Oshkosh is a member of the League Association of Risk Management (LARM);
WHEREAS, section 8.10 of the Interlocal Agreement for the Establishment and Operation of the League Association of Risk Management provides that a member may voluntarily terminate its participation in LARM by written notice of termination given to LARM and the Nebraska Director of Insurance at least 90 days prior to the desired termination given to and that members may agree to extend the required termination notice beyond 90 days in order to realize reduced excess coverage costs, stability of contribution rates and efficiency in operation of LARM; and
WHEREAS, the Board of Directors of LARM has adopted a plan to provide contribution credits in consideration of certain agreements by members of LARM as provided in the attached letter.
BE IT RESOLVED that the governing body of The City of Oshkosh, Nebraska, in consideration of the contribution credits provide under the LARM Board’s plan, agrees to:
Provide written notice of termination at least 180 days prior to the desired termination date, which date shall be no sooner than September 30, 2020. (180 day and 2-year commitment; 4% discount)

WHEREAS, Nebraska Revised Statute Section 77-1601.02 provides that the property tax request for the prior year shall be the property tax request for the current year for purposes of the levy set by the County Board of Equalization unless the Governing Body of the City of Oshkosh passes by a majority vote a resolution or ordinance setting the tax request at a different amount; and;
WHEREAS,a special public hearing was held as required by law to hear and consider comments concerning the property tax request; and
WHEREAS,it is in the best interests of the City of Oshkosh that the property tax request for the current year be a different amount than the property tax request for the prior year.
NOW, THEREFORE,the Governing Body of the City of Oshkosh, Nebraska, by majority vote, resolves that:
1. The 2018-2019 property tax request be set at $108,324.52, or $0.383186 per one
hundred dollars of actual valuation:
GENERAL FUND $ 53,570.52
BOND FUND $ 54,757.00
