Minutes of City Council, January 10, 2019
The City of Oshkosh Mayor and City Council met for regular session on January 10, 2019 at 7:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was posted at City Hall, Garden County Courthouse, and Post Office, and advertised in the Garden County News. The agenda for this meeting was kept current and available for inspection at the office of the City Clerk.
Mayor Levick called the meeting to order and read the Open Meetings Act, LB 898.
Present were: Mayor, Jim Levick and Council Members: David Cook, Sarena Assmann and Terry Davis. Absent: Gary DeCock. Also attending: Attorney, Mary Kay Robinson-Boone, Administrator, Bill Campbell, and City Clerk, LeAnn Brown.
Motion made by Davis, seconded by Cook, to approve the agenda, approve the minutes of the previous meeting and to waive the reading thereof. Motion carried unanimously.
Motion by Assmann, seconded by Davis, to approve the Treasurer’s Report. Motion carried unanimously.
A motion by Cook, seconded by Davis, to approve the following bills. Motion carried unanimously. Mayor Levick proclaimed January as Radon Action Month. Motion made by Cook, seconded by Davis, to approve Resolution No. 01-19. Motion carried unanimously.
PROCLAMATION
Radon Action Month
Resolution No. 01-19
WHEREAS, radon is a colorless, odorless, radioactive gas that may threaten the health of citizens and their families;
WHEREAS,radon is the second leading cause of lung cancer in the U.S.;
WHEREAS,the National Academy of Sciences estimates that up to 21,000 lung cancer deaths occur in the United States each year;
WHEREAS,radon is found in one in 15 homes across the U.S. have elevated radon levels;
WHEREAS, any home in Oshkosh may have elevated levels of radon (even if other homes in the same neighborhood do not);
WHEREAS,testing for radon is simple and inexpensive;
WHEREAS, identified radon problems can be fixed;
WHEREAS,Panhandle Public Health Department, the Nebraska Department of Health and Human Services, and the U.S. Environmental Protection Agency are supporting efforts to encourage Americans to test their homes for radon, have elevated levels of radon reduced, and have new homes built with radon-resistant features.
NOW THEREFORE, the Mayor and City Council of the City of Oshkosh do hereby proclaim January 2019 as Official Radon Action Month in Oshkosh, Nebraska in recognition of the importance of testing homes for radon, I hereby proclaim the month of January, 2019 as
NATIONAL RADON ACTION MONTH,
And I urge every member of the community to test their homes by contacting the Panhandle Public Health District at 308-487-3600 ext. 108 to request a free radon test kit.

A RESOLUTION TO SET SALARIES AND COMPENSATION OF THE SEVERAL OFFICERS AND EMPLOYEES OF THE CITY OF OSHKOSH, NEBRASKA, HEREWITH NAMED INAMOUNTS HEREWITH FOLLOWING AND TO REPEAL ANY ORDINACE OR RESOLUTION IN CONFLICT HEREWITH:
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF OSHKOSH, NEBRASKA:
Section 1. The several officers and employees of the City of Oshkosh, Nebraska hereinafter named shall receive for the salaries and compensation, the amounts following:
MAYOR $ 2,400.00 per year
COUNCIL MEMBER $ 1,200.00 per year
CITY ADMINISTRATOR $31,500.00 per year
STREET & UTILITY SUPT. $31,500.00 per year
ECONOMIC DEVELOPMENT ADMINISTRATOR $ 2,000.00 per year
MAINTENANCE & UTILITY EMPLOYEE $49,200.00 per year
SANITATION EMPLOYEE $56,604.00.00 per year
CITY CLERK & TREASURER $49,200.00 per year
PART-TIME EMPLOYEE $ 11.00 per year
TEMPORARY OFFICE HELP $ 12.00 per hour
ANIMAL CONTROL OFFICER $ 700.00 per month
CITY ATTORNEY $ 85.00 per hour
That the salaries of the Administrator, Clerk, Sanitation, Street and Utility Superintendent, Animal Control Officer, Maintenance Employee, Attorney, and Librarian shall be paid monthly or as the City Council shall see fit. Salaries of all other officers provided for in this section shall be paid yearly. The salaries of all officers and employees not specified in this section shall be paid in such sums at such intervals in such a manner as may be fixed by the Statutes of Nebraska or by the City Council.
Section 2. Any resolution or parts of any resolution in conflict herewith are repealed.
Section 3. This resolution shall be in full force and take effect from and after its passage, according to law.

Attorney Robinson-Boone is working on updating the Employee Handbook.
Sedgwick County Landfill notified the City of Oshkosh that their rates are going up by four dollars a ton. Thirty-four dollars ($34.00) will be the new rate charged per ton. A resolution will be on the agenda at the next regular meeting for consideration of raising the trash rates one dollar for every trash account.
Councilman Cook submitted a letter of resignation effective January 31, 2019. Mayor Levick accepted Councilman Cook’s letter with regrets. The Mayor and Council thanked Dave for his service to the City of Oshkosh.
Motion by Assmann, seconded by DeCock, to adjourn the meeting at 8:01 p.m. Motion carried unanimously.
