City of Oshkosh Minutes December 12, 2019
The City of Oshkosh Mayor and City Council met for regular session on December 12, 2019 at 7:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was posted at City Hall, Garden County Courthouse, and Post Office, and advertised in the Garden County News. The agenda for this meeting was kept current and available for inspection at the office of the City Clerk.
Mayor Levick called the meeting to order and read the Open Meetings Act, LB 898.
Present were: Mayor, Jim Levick, Council Members: Gary DeCock, Sarena Assmann, Terry Davis, and Mike Piva. Also attending: Administrator, Bill Campbell, Attorney, Mary Kay Robinson-Boone, and Clerk, LeAnn Brown.
Motion made by Piva, seconded by Davis, to approve the agenda, approve the minutes of the previous meetings and to waive the reading thereof. Motion carried unanimously.
Motion by DeCock, seconded by Assmann, to approve the Treasurer’s Report. Motion carried unanimously.
A motion by Davis, seconded by DeCock, to approve the following bills. Motion carried unanimously. Animal Control Officer, Scotty Ray gave his report.
Travis Sullivan came before the Mayor and Council to inquire about putting a RV park at West 3rd and Avenue O. Mayor Levick instructed Administrator Campbell to call a meeting of the
Planning Commission and Zoning Board for Sullivan’s request.
Motion by Davis, seconded by Piva, to approve and sign the General Administration Agreement with Miller & Associates for the sewer project. Motion carried unanimously.
A discussion was held on the tipping fees for trash collection at Sedgwick County, Colorado. Their rates are going up from $34 to $36 a ton. A motion made by DeCock, seconded by Assmann, to approve Resolution No. 31-19. Motion carried unanimously.
RESOLUTION NO. 31-19
BE IT RESOLVED by the Mayor and City Council of the City of Oshkosh, in the State of Nebraska as follows:
Section 1. Resolution No. 14-17 of the City of Oshkosh is to read as follows:
MUNICIPAL TRASH SERVICE RATES. Commencing with the February 2020, billing, each resident user and each and all business users shall pay for services provided by the City of Oshkosh on a flat rate monthly schedule as follows:
Residential Per Month:
One Member Household Age 65 and Older $14.00
Two Member Household Age 65 and Older $15.50
Resident Customer $17.00
Apartment/Duplexes per Unit $17.00
Churches $10.50
Yard Waste Pickup Per Month: $9.00
Rural Per Month:
1 ½ Yard Dumpster $20.50
(2) Pickups per Month for 3-Yard Dumpster $41.00
2 – 3 Yard Dumpster Weekly Pickup $160.00
Alternate Trash Route #1: People that Haul Their Own Trash $17.50
Alternate Trash Route #2: People that Haul City Owned Dumpster
Back & Forth to Trash Shop $19.50
Commercial Per Month:
Light Users $18.50
Moderate: 50 lbs. Average a Week $30.00
Businesses that do not have a Store Front $15.50
The Village of Lewellen Per Month: $2,856.00
Garden County, Nebraska: $621.00
Re-Connection Fee:
$40 will be charged as a re-connection fee for service that has been terminated because of a delinquent bill during business hours. $125 will be charged as a re-connection fee for service that has been terminated because of a delinquent bill after business hours.
Section 3. It is the responsibility of the resident to inform the office of the City Clerk as to a rate change due to age and number of household occupants when change occurs.
Section 4. This resolution replaces any previous resolution or ordinance regarding trash rates.

Clerk Brown announced the City will be receiving a CDBG for the sewer project for $400,000.
Sewer rates were discussed. Motion by Piva, seconded by Davis, to table Resolution No. 32-19 (Sewer Rates). Motion carried unanimously.
