City of Oshkosh, Minutes April 9, 2020
The City of Oshkosh Mayor and City Council met for regular session on April 9, 2020 at 7:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was posted at City Hall, Nebraska State Bank, and Post Office, and advertised in the Garden County News. The agenda for this meeting was kept current and available for inspection at the office of the City Clerk.
Mayor Levick called the meeting to order and read the Open Meetings Act, LB 898.
Present were: Mayor, Jim Levick, Council Members: Gary DeCock, Sarena Assmann, and Mike Piva and Terry Davis by teleconference. Also attending: Administrator, Bill Campbell, and Clerk, LeAnn Brown.
Motion made by Davis, seconded by DeCock, to approve the agenda, approve the minutes of the previous meetings and to waive the reading thereof. Motion carried unanimously.
Motion by Assmann, seconded by DeCock, to approve the Treasurer’s Report. Motion carried unanimously.
A motion by Piva, seconded by DeCock, to approve the following bills. Motion carried unanimously. Salaries-19,229.00, IRS-4,284.04, NE Dept. of Revenue-2,391.85, Ameriprise Financial-1,701.00, Bank of America-596.90, Black Hills Energy-852.23, Blue Cross Blue Shield-9,696.36, Bytes-64.00, Steven Carlton-317.50, CenturyLink-178.41, Enviro Service-20.00, Garden Co. NEW BUSINESS:
The March Sheriff Report was reviewed.
The Animal Control Report was discussed.
Motion by Davis, seconded by DeCock, to sign the construction management agreements for the sewer project. Motion carried unanimously.
Motion by Piva, seconded by Assmann, to approve to change the delinquent date from May 15th to May 29th to license pets. Motion carried unanimously. During the time that City Hall is closed to the public, pet owners will have to call and give their pet information over the phone, pay the amount due, and then pickup their pet license and receipt outside the front door of City Hall.
Motion by Piva, seconded by Davis, to waive delinquent amounts and disconnects for forty-five days under the following conditions:
The customer shall indicate in writing a willingness to commit to a payment plan for the unpaid city utility bill. The customer indicates that they understand that providing false information to a public utility is a violation of Neb. Rev. Stat. 28-901 and 28-909 and is punishable as a Class I Misdemeanor subject to one-year imprisonment or a fine of $1,000.00. Motion carried unanimously.
The Mayor and Council discussed when or if the swimming pool could open this summer due to COVID-19. No decision was made at this time. City Hall will still accept applications for lifeguards and slide guards.
Motion by DeCock, seconded by Assmann, to adjourn the meeting at 7:30 p.m. Motion carried unanimously.

- Loss of Income from Contracting COVID-19
- Loss of Income from Caring for Family Member of Friend that has COVID-19
- Temporary or Permanent Loss of Employment
- Income Loss Due to Social Distancing
- Loss of Income from Self-Quarantine
