The City of Oshkosh Council met for regular session February 10, 2022, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Davis called the meeting to order and read the Open Meetings Act, LV 898.
Present: Mayor, Terry Davis and Council Members: Gary DeCock, Mike Piva, George Zoucha. Absent: Cole Birkel. Also attending: Administrator, Bill Campbell, Attorney, Mary Kay Robinson-Boone, City Clerk, LeAnn Brown.
Motion by DeCock, seconded by Piva, to approve the consent agenda. Motion carried unanimously.

Bob Callihan spoke to the council about building a greenhouse inside an existing building at 314 Main Street. A Zoning & Planning Commission meeting will have to be held concerning Callihan’s request.
OLD BUSINESS:
Motion by Piva, seconded by Zoucha, to give $10,000 of the ARPA funds to the Garden County Foundation for a graduating senior for continuing their education. Motion carried unanimously.
NEW BUSINESS:
Deputy Sheriff Dean presented the Sheriff’s Report.
The Animal Control Report was reviewed. Motion by DeCock, seconded by Piva, to approve the Animal Control Contract with Jerry and Shilow Smith. Motion carried unanimously.
Tammy McConnell, representing the transportation vehicle, came before the council to request a yearly commitment of $5,000 for the vehicle. No action taken.
Motion by Piva, seconded by DeCock, to approve a Nuisance Abatement Agreement with West Central Nebraska Development District, Inc. Motion carried unanimously.
Mayor Davis opened bids for the ballfield fencing. Motion by Piva, seconded by DeCock, to award the high bid of $250 to John Zorn. Motion carried unanimously.
Mayor Davis opened bids for painting city hall. Motion by DeCock, seconded by Piva, to award the lowest bid of $2,950 to R & D Quality Carpet & Painting. Motion carried unanimously.
Motion by DeCock, seconded by Zoucha, to approve the new health insurance rate. Motion carried unanimously.
A discussion was held on applying for an AARP grant for several projects.
Motion by Piva, seconded by DeCock, to adjourn the meeting at 6:21 p.m. Motion carried unanimously.
