MINUTES OF CITY COUNCIL MEETING
APRIL 14, 2022
The City of Oshkosh Council met for regular session April 14, 2022, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Davis called the meeting to order and read the Open Meetings Act, LV 898.
Present: Mayor, Terry Davis and Council Members: Gary DeCock, Mike Piva, George Zoucha, Cole Birkel. Also attending: Attorney, Mary Kay Robinson-Boone and City Clerk, LeAnn Brown.
Motion by Piva, seconded by DeCock, to approve the consent agenda: April Agenda, amend minutes to reflect Birkel’s resignation effective April 15, 2022, Claims, and Treasurer’s Report. Motion carried unanimously.

OLD BUSINESS:
Adam Sickler & Danny Jowers, representing the VOA, spoke on the project summary and developing the empty space behind the Thrift Store in six phases and request 15% of the city’s ARPA funds.
Tyler Ardissono reported on the broadband meeting he attended.
NEW BUSINESS:
The Animal Control Report was reviewed.
RWGC Paramedic/RN, Nathan gave a presentation on the car fentanyl drug that has been present in the panhandle.
Sara Evan, representing RWGC came before the council to request to have a Fitness Program at the swimming pool three times a week. Motion by DeCock, seconded by Piva, to allow the program. Motion carried unanimously.
Nicole Loomis came before the council to express her concerns for children walking on 400 West 4th Street, as there is not a sidewalk.
Motion by Zoucha, seconded by DeCock, to approve building permits for Larry Gette and James Levick. Motion carried unanimously.
The annual City Wide Clean Up Day was set for May 5th. There will be a roll-off container in front of City Hall for this day only, to allow residents that reside in the city limits to put large, household items that won’t fit in a dumpster.
Bill Campbell, Administrator and LeAnn Brown, City Clerk gave their resignations effective December 31, 2022.
Motion by Piva, seconded by Zoucha, to adjourn the meeting at 6:22 p.m. Motion carried unanimously.
