The City of Oshkosh Council met for regular session May 12, 2022, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Davis called the meeting to order and read the Open Meetings Act, LV 898.
Present: Mayor, Terry Davis and Council Members: Gary DeCock, Mike Piva, George Zoucha. Also attending: Administrator, Bill Campbell, Attorney, Mary Kay Robinson-Boone and City Clerk, LeAnn Brown.
Motion by Piva, seconded by DeCock, to approve the consent agenda: April agenda, minutes, claims, Treasurer’s Report. Motion carried unanimously.

Attorney Robinson-Boone gave newly appointed council member, Jaden Porter the Oath of Office.
OLD BUSINESS:
Clerk Brown reported some of the sewer infrastructure needs repaired and ARPA funds could be spent on this.
NEW BUSINESS:
Deputy Dean handed out the Sheriff’s Report.
The Animal Control Report was reviewed.
A recommendation from the Planning & Zoning Board not to allow Vaquero Venture Properties for Dollar General annexation, a building permit, subdivision and rezoning. Randy Stanczyk, representing the Planning & Zoning Commission, gave a summary of their two meetings concerning the request from Vaquero Venture. Motion by Piva, seconded by Zoucha, to go into closed session at 5:14 p.m., with the administrator and clerk, for the purpose to protect the public interest. Motion carried unanimously. Motion by Piva, seconded by Zoucha, to come out of closed session at 5:22 p.m. Motion carried unanimously. A motion by Zoucha, seconded by DeCock, to approve the Planning & Zoning Board’s recommendation and not allow Vaquero Venture Properties’ request. Motion carried unanimously.
Motion by Zoucha, seconded by Porter, to allow Oshkosh Water Tower Committee to close East Ave E, in front of the water tower, from Main Street to the alley on July 2, 2022, for a street dance. Motion carried unanimously.
Motion by Zoucha, seconded by Porter, to approve Roy Gunderson’s bid of $10,531.92 for flooring and installation at City Hall. Motion carried unanimously.
The council discussed LB 256, the Vacant Property Registration Act.
Motion by Porter, seconded by Piva, to allow Beberniss’ Permit to Keep Livestock & Fowl at 407 East 4th. Motion carried unanimously.
Motion by Piva, seconded by Porter, to adjourn the meeting. Motion carried unanimously.
