Minutes June 9, 2022 City Council Meeting
The City of Oshkosh Council met for regular session June 9, 2022, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Davis called the meeting to order and read the Open Meetings Act, LV 898.
Present: Mayor, Terry Davis and Council Members: Gary DeCock, Mike Piva, George Zoucha, Jaden Porter. Also attending: Administrator, Bill Campbell, Attorney, Mary Kay Robinson-Boone and City Clerk, LeAnn Brown.
Motion by Piva, seconded by DeCock, to approve the consent agenda: agenda, minutes, claims, Treasurer’s Report. Motion carried unanimously.

OLD BUSINESS:
Ordinance No. 130 was reviewed with some discussion. The ordinance pertains to charging a fee to vacant residents and businesses.
NEW BUSINESS:
Sheriff Ross handed out the Sheriff’s Report.
The Animal Control Report was reviewed.
Erica Bush, representing WCNDD presented resolutions for the council for their consideration on nuisance violations. Motion by Piva, seconded by Zoucha, to approve Resolutions 02-22 through 17-22. Motion carried unanimously. The resolutions are on file at City Hall for public reading. WCNDD does not use drones to review properties.
Motion by DeCock, seconded by Piva, to allow the Oshkosh Wesleyan Church to give swimmers an ice cream sundae after swimming lessons on June 28, 2022. Motion carried unanimously.
Motion by Zoucha, seconded by Porter, to approve the Economic Development Advisory Committee’s recommendation to grant up to $25,000 for Phase I building façade for the VOA; $12,500 up front to start improvements and up to $1,250 with receipts and completion of Phase I. Motion carried unanimously.
Motion by Piva, seconded by Porter, to approve a permanent Livestock Permit for Judy Soule for her llama, with the condition that Soule apply every year for a new permit and sign a new agreement. Motion carried unanimously.
Motion by Zoucha, seconded by Porter, to approve a Special Designated Liquor License Application for the Water Tower on July 2, 2022, for a street dance. Voting Aye: Zoucha, Porter, DeCock. Abstain: Piva. Motion carried.
Motion by DeCock, seconded by Zoucha, to approve a building permit for Roger Bacon. Motion carried unanimously.
Motion by Piva, seconded by DeCock, to approve Mayor Davis’ appointment of Al LeClair as the interim City Administrator/Clerk/Treasurer. James Bondegard has been hired as the
Deputy Clerk/Treasurer and interim Street Superintendent. Motion carried unanimously.
Motion by Zoucha, seconded by DeCock, to adjourn the meeting. Motion carried unanimously.
