Oshkosh City Council Minutes August 11, 2022
The City of Oshkosh Council met for regular session August 11, 2022, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall, and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
President Piva called the meeting to order and read the Open Meetings Act, LV 898.
Present: President of the Council, Mike Piva and Council Members: Gary DeCock, George Zoucha, Jaden Porter. Absent: Terry Davis. Also attending: Administrator, Bill Campbell, Attorney, Mary Kay Robinson-Boone, City Clerk, LeAnn Brown, Interim Administrator, Al LeClair, Deputy Clerk, James Bondegard.
Motion by DeCock, seconded by Zoucha, to approve the consent agenda: agenda, minutes, claims, Treasurer’s Report. Motion carried unanimously.

OLD BUSINESS:
Cory Groves and Donnie McCorkle, ATC Arapahoe Communications, discussed high speed internet.
NEW BUSINESS:
Sheriff Deputy Dean presented the Sheriff’s Report.
The Animal Control Report was reviewed.
Erica Bush, representing WCNDD gave a presentation on the nuisance agreement. Motion by Piva, seconded by DeCock, to declare the following properties a nuisance by Resolution No. 25-22 OSH 060-NW and Resolution No. 26-22 corner of the NE ¼ of the NE ¼ of Section 35 Township 14 Range 44. Motion carried unanimously. The full resolutions are on file at City Hall for public reading.
Motion by Zoucha, seconded by DeCock, to rescind Resolution No. 27-22, 28-22, 29-22, 30-22. Motion carried unanimously. The full resolutions are on file at City Hall for public reading.
Motion by DeCock, seconded by Piva, to abate 519 Main, 203 West Ave F, East Ave H, and 110 East Ave I. Motion carried unanimously.
Alan Sanford came before the council to request budget billing by dividing water bills by 12 months instead of paying higher bills in June, July, August. No action taken. Sanford also requested water service at his carwash and waive the charges for sewer and trash. Motion by DeCock, seconded, Porter to charge for sewer at the residential rate. Motion carried unanimously.
Terry Krauter came before the council to request the City of Oshkosh help pay for the roll-off dumpsters the county provides for all county residents. No action taken.
The 2022-2023 budget was discussed.
Motion by Zoucha, seconded by Porter, to approve Chad Dormann’s building permit. Motion carried unanimously.
Motion by Porter, seconded by DeCock, to appoint Al LeClair as the city’s representative on the board at PADD. Motion carried unanimously.
Motion by Piva, seconded by Zoucha, to approve the Planning Commission and Zoning Board’s recommendation to allow the subdivision of Part of Tax Lot 15 and Rezone from Industrial to Residential for Oshkosh Grain, subject to all application fees being paid. Motion carried unanimously.
Motion by Zoucha, seconded by Porter, to adjourn the meeting. Motion carried unanimously.
