The City of Oshkosh Council met for regular session January 12, 2023 at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall, Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Davis called the meeting to order and read the Open Meetings Act, LV 898.
Present: Terry Davis, Mayor and Council Members: Mike Piva, George Zoucha, Jaden Porter, Gary DeCock. Absent:. Also attending: Administrator, Al LeClair, Attorney, Rory Rountree, Deputy Clerk, James Bondegard.
Motion by Piva, seconded by Zoucha, to approve the consent agenda: minutes, claims, Treasurer’s Report. Motion carried unanimously.

Discussed Nebraska State’s Bank request to have their resolution signed for new Administrator/Clerk and Deputy Clerk to act on the authority of the City of Oshkosh in financial matters at the bank. The City Council approved the motion at the December meeting.
Motion by Zoucha, 2nd by DeCock to approve Ordinance NO. 374. Flood Plain. Motion carried unanimously
NEW BUSINESS:
Deputy Dean handed out Sheriff’s report, Deputy Brehmer graduated last month and is now full-time.
Animal Control Report reviewed by City Council.
The City Administrator discussed the Railroad derailment exercise planned by UP on February 22nd, at 6:30PM, Garden County Elementary School.
Motion by Piva, 2nd by Zoucha, to approve the appointment of Teresa Jenkins to the Library Board. Motion carried unanimously.
Motion by Porter, 2nd by DeCock, to approve Ordinance No. 375, New Ordinance book, replacing Ordinance No. 440. Motion carried unanimously.
Motion by Piva, 2nd by DeCock, to approve permit for downtown outdoor marketplace event.
Motion by Piva, 2nd by Zoucha, to adjourn the meeting at 5:53 PM.
