City of Oshkosh-Minutes-November 2023
The City of Oshkosh Council met for regular session November 9, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Davis called the meeting to order and read the Open Meetings Act, LV 898.
Present: Mayor, Terry Davis & Council Members: Gary DeCock, Mike Piva, George Zoucha, Mike Piva, Jaden Porter. Also attending: City Administrator James Bondegard, City Attorney, Rory Roundtree, Sheriff, Randy Ross, David Welanko representing PADD, Bev Krajewski & Kristin Loomis.
Motion by Zoucha seconded by DeCock, to approve the consent agenda: agenda, minutes, claims, Treasurer’s Report. Motion carried unanimously.

OLD BUSINESS:
ARPA Funds: Discussed shade structure in the park and advised received one bid to date, discussed shade structure at the pool.
Broadband-Administrator Bondegard gave an update on groundbreaking that was held and timeline. Vistabeam is planning on construction in the second quarter 2024 and hoping to have fiber installed in July 2024.
Bondegard gave update on new Christmas decorations that were received and advised that Garden County Tourism Committee awarded $1,500 to assist with purchase of new decorations. Advised that Oshkosh was awarded a grant of $3,040.80 to assist with purchase of new Tommy lift for Recycle Pickup from the Nebraska Recycle Council.
NEW BUSINESS:
Welanko from PADD provided information on what services PADD could assist with, such as helping with grants. He provided a pamphlet with information. Discussed process on potential sidewalk project.
Attorney Rountree discussed options on other possible funding of sidewalk project.
Motion by Piva seconded by Zoucha to rescind by Resolution No.29-23 OSH 005-410 W 5th St. Motion carried unanimously. Full Resolution are on file at City Hall for public reading.
Sheriff Ross discussed the sheriff’s report.
The Animal Control Report was reviewed.

RESOLUTION NO. 30-23
SIGNING OF THE
YEAR-END CERTIFICATION OF THE CITY STREET SUPERINTENDENT
2023
Whereas: State of Nebraska Statutes, sections 39-2302, and 39-2511 through 39-2515 details the requirements that must be met in order for a municipality to qualify for an annual Incentive Payment; and
Whereas: The State of Nebraska Department of Transportation (NDOT) requires that each incorporated municipality must annually certify (by December 31st of each year) the appointment(s) of the City Street Superintendents(s) to the NDOT using the Year-End Certification of City Street Superintendent form; and
Whereas: The NDOT requires that each certification shall also include a copy of the documentation of the city street superintendent’s appointment, i.e., meeting minutes; showing the appointment of the City Street Superintendent by their name as it appears on their License (if applicable), their License Number (if applicable), and Class of License (if applicable), and type of appointment, i.e., employed, contract (consultant, or interlocal agreement with another incorporated municipality and/or county), and the beginning date of the appointment; and
Whereas: The NDOT also requires that such Year-End Certification of City Street Superintendent form shall be signed by the Mayor or Village Board Chairperson and shall include a copy a resolution of the governing body authorizing the signing of the Year-End Certification of the City Street Superintendent form by the Mayor or Village Board Chairperson.
Be it resolved that the Mayor of the City of Oshkosh is hereby authorized to sign the attached Year-End Certification of City Street Superintendent completed form(s).

Krajewski & Loomis presented information about the Early Childcare crisis and discussed options on childcare locations and possible use of the Auditorium. They are in the beginning stages and wanting to see what options they might have.
Roundtree advised what options the council could take for Wishing Well LLC Loan payments. The council advised Bondegard to talk with a member of the Economic Development Committee. No other action was taken.
