City of Oshkosh-Minutes-January 2024
The City of Oshkosh Council met for regular session January 11, 2024, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Davis called the meeting to order and read the Open Meetings Act, LV 898.
Present: Mayor, Terry Davis & Council Members: Mike Piva, George Zoucha, Jaden Porter, Gary DeCock. Also attending: City Administrator James Bondegard, Deputy Clerk Kim Martin, City Attorney, Rory Roundtree, Sheriff, Randy Ross.
Motion by Zoucha seconded by Porter, to approve the consent agenda: agenda, minutes, claims, Treasurer’s Report. Motion carried unanimously.

Sheriff Ross discussed the sheriff’s report.
The Animal Control Report was reviewed.
Motion by Piva seconded by DeCock to make January National Radon Action Month.
PROCLAMATION
Radon Action Month
WHEREAS, radon is a colorless, odorless, radioactive gas that may threaten the health of citizens and their families;
WHEREAS, radon is the second leading cause of lung cancer in the U.S.;
WHEREAS, radon is the leading cause of lung cancer in non-smokers;
WHEREAS, the National Academy of Sciences estimates that up to 21,000 lung cancer
-deaths occur-in the United States. -each year.
WHEREAS, radon is found in one in 15 homes across the U.S. have elevated radon levels;
WHEREAS, any home in Oshkosh may have elevated levels of radon (even if other homes in the same neighborhood do not);
WHEREAS, testing for radon is simple and -inexpensive.
WHEREAS, identified radon problems can be fixed;
WHEREAS, Panhandle Public Health Department, the Nebraska Department of Health and Human Services, and the U.S. Environmental Protection Agency are supporting efforts to encourage Americans to test their homes for radon, have elevated levels of radon reduced, and have new homes built with radon-resistant features.
NOW THEREFORE, the Mayor and City Council of the City of Oshkosh do hereby proclaim January 2024 as Official Radon Action Month in Oshkosh, Nebraska in recognition of the importance of testing homes for radon, I hereby proclaim the month of January 2024 as
National Radon Action Month,
and I urge every member of the community to test their homes by contacting the Panhandle Public Health District at 308-487-3600 to request a free radon test kit.

Motion by Piva seconded by DeCock from the recommendation from the Planning & Zoning Committee to approve the final replat of Billy Campbell’s Subdivision request of property at 5899 Rd 177. Motion carried unanimously.
Administrator Bondegard discussed the upcoming Lead & Copper Regulations from the EPA. Bondegard advised council that The City of Oshkosh must have an inventory list of all water services by October of this year.
Motion by Zoucha seconded by DeCock to approve the replacement of the HVAC System in the City office building with the use of ARPA funds. Motion carried unanimously.
Attorney Roundtree discussed options and nuisance procedure for the property located at 203-205 W Ave A. Item will be on next month’s agenda to discuss further.
Motion by Zoucha seconded by Porter, to adjourn meeting at 5:42 PM. Motion carried unanimously.
