City of Oshkosh-Minutes-February 2024
The City of Oshkosh Council met for regular session February 8, 2024, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Davis called the meeting to order and read the Open Meetings Act, LV 898.
Present: Mayor, Terry Davis & Council Members: Mike Piva, George Zoucha, Jaden Porter. Absent: Gary DeCock. Also attending: City Administrator James Bondegard, Deputy Clerk Kim Martin, City Attorney, Rory Roundtree, Sheriff, Randy Ross, Matt Silverman, Emily Wicker, Drew Wicker with Vistabeam, Gaylen Potts, Marlis & Ron Shearer & by phone Doug Gillespie with the Nebraska Dept of Environment & Energy.
Motion by Piva seconded by Zoucha to excuse Gary DeCock from meeting. Motion carried unanimously.
Motion by Zoucha seconded by Porter, to approve the consent agenda: agenda, minutes, claims, Treasurer’s Report. Motion carried unanimously.

ARPA Funds: Updated financials and deadline for projects.
NEW BUSINESS:
Sheriff Ross discussed the sheriff’s report.
The Animal Control Report was reviewed.
Representatives from Vistabeam provided an update on the status of Fiber Project. Talked about internet plans & internet speed that will be available.
Motion by Zoucha seconded by Porter to approve contract for Animal Control Officer. Motion carried unanimously.
Motion by Zoucha seconded by Piva to approve building permit for Vistabeam Fiber Project at West 1st & Ave E. Motion carried unanimously.
Motion by Zoucha seconded by Porter to approve building permit for Cody Assman at 403 E Ave E for horse shelter. Motion carried unanimously.
Administrator Bondegard gave an update on the audit that was completed on January 31st, 2024.
Deputy Clerk Martin gave an update on ACE Promotion that will be held in April. Gave update on grant that was received from ACE.
Motion by Piva seconded by Zoucha to move forward with the Cigarette Litter Prevention Grant. Motion carried unanimously.
Bondegard discussed the AARP grant at the park and moving forward with application.
Motion by Piva seconded by Zoucha to approve use of ARPA funds for new library door. Motion carried unanimously.
Motion by Zoucha seconded by Piva to approve use of ARPA funds to rebuild pool pump. Motion carried unanimously.
Motion by Piva seconded by Zoucha to approve use of ARPA funds for maintenance of Clay-Valves. Motion carried unanimously.
Motion by Porter seconded by Zoucha to approve use of ARPA funds for purchase of Christmas Lights. Motion carried unanimously.
The council discussed using ARPA funds for updates at the Auditorium. No action taken.
Gillespie with NDEE gave an update on the status of where the State is on the property located at 203-205 W Ave A where asbestos has been identified in the demolition pile. City Attorney, City Council, & Gillespie had lengthy discussion on options with including nuisance abatement with WCNDD.
