City of Oshkosh-Minutes-March 2024
The City of Oshkosh Council met for regular session March 14, 2024, at 5:00 p.m. The Council can go into closed session for any item on the agenda.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall, and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Davis called the meeting to order and read the Open Meetings Act, LV 898.
Present: Mayor, Terry Davis & Council Members: Mike Piva, George Zoucha, & Gary DeCock: Absent Jaden Porter. Motion by Piva seconded by Zoucha to excuse Porter from meeting. Motion carried unanimously.

Sheriff Ross discussed the sheriff’s report.
The Animal Control Report was reviewed.
Motion by Piva seconded by Zoucha to approve R. Dean’s request on utility bill.
Motion by Piva seconded by DeCock to hire Jessica & Larz Elliott as new Baseball/Softball Director. Motion carried unanimously.
Motion by DeCock seconded by Piva to approve resolution #02-24 for pool rate change. Motion carried unanimously.

RESOLUTION ESTABLISHING POOL RATES
WHEREAS, the Mayor and Council of the City of Oshkosh, Nebraska (“City” or “Governing Body”), on this 14th day of March 2024, hereby resolves as follows:
WHEREAS the City owns and operates a municipal swimming pool and sets annual rates for the use of the facilities.
NOW THEREFORE, the City of Oshkosh hereby establishes rates for the City of Oshkosh Swimming Pool as follows:
Child Daily Pass (under 18) $3
Adult Daily Pass $5
Child Season Pass $60
Adult Season Pass $40
2 Person Family Pass $75
3 or More Family Pass $90
Grandma Pass $90
Swim Lessons $20 a week, $40 for both
Passed and approved on this 14th day of March 2024, by the Oshkosh City Council, Nebraska.
Motion by Zoucha seconded by DeCock to approve reimbursement of $75.00 for Lifeguard CPR recertification.
Motion by Piva seconded by Zoucha to appoint WCNDD as Nuisance Officer for 2024. Motion carried unanimously. Full Resolution is on file at City Hall.
Motion by DeCock seconded by Piva to select area 4 on map for 2024 season. Motion carried unanimously.
Motion by Zoucha seconded by DeCock to approve Lucero’s Building permit for new carport at 210 W 3rd. Motion carried unanimously.
Motion by Zoucha seconded DeCock to approve use of Infrastructure funds for repairs at 100 block and Ave F. Motion carried unanimously.
Motion by Piva seconded by Zoucha to allow use of the Auditorium for a City co-sponsored with Garden County Museum for a Storytelling event. Motion carried unanimously.
Motion by DeCock seconded by Piva to approve quote from 3D Lawn for fertilizer application at the baseball field. Motion carried unanimously.
Piva discussed updates at the Oshkosh Water Tower and possible fence location. No action taken.
Motion by Piva seconded by DeCock to approve use of ARPA funds TextMyGov services. Motion carried unanimously.
The council discussed using ARPA funds for new security cameras. Bondegard is going to research cost, types of cameras and locations.
The council, Sherriff Ross & Bondegard discussed integrating city ordinances into the sheriff’s database.
Mayor & council discussed update on the status of the demolition pile at 203 W Ave A, council is going to offer the use of equipment/loader if property owner would like the City of Oshkosh to assist with the cleanup at no charge.
Tony Martinez discussed various concerns.
Motion by Piva seconded by Zoucha to go into closed session on item 16 at 6:25 p.m. for the protection of public interest to prevent needless injury to the reputation of an individual. Motion carried unanimously. No formal or informal action taken in the closed session.
Meeting was reconvened at 6:45 p.m. with The Mayor, Terry Davis & City Council Members: DeCock, Zoucha, and Piva, City Administrator James Bondegard, and Deputy Clerk Kim Martin.
Motion by DeCock seconded by Zoucha to authorize city attorney to proceed taking action against Brandon & Jodi Dreiling DBA Wishing Well LLC on delinquent LB840 loan. Motion carried unanimously.
Motion by Piva seconded by DeCock to adjourn the meeting at 6:46 p.m. Motion carried unanimously.
