City of Oshkosh Minutes-April 2024
The City of Oshkosh Council met for regular session April 11, 2024, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Davis called the meeting to order and read the Open Meetings Act, LV 898.
Present: Mayor, Terry Davis & Council Members: Mike Piva, George Zoucha, & Jaden Porter: Absent Gary DeCock Also attending: City Administrator James Bondegard, Deputy Clerk Kim Martin, Deputy, Ryan Dean, Tina Sullivan, Randy Stanczyk, Jeff Allbery, Tony Martinez & Deb Condra.
Motion by Zoucha seconded by Porter, to approve the consent agenda: agenda, minutes, claims, Treasurer’s Report. Motion carried unanimously.

NEW BUSINESS:
Sheriff’s Deputy Dean discussed the sheriff’s report.
The Animal Control Report was reviewed.
Stanczyk discussed options for property that is for sale at 401 W Ave A of converting to a multi-plex. No action taken.
Motion by Piva seconded by Zoucha to excuse Councilman DeCock from meeting. Motion carried unanimously.
Motion by Piva seconded by Zoucha to approve agreement with WCNDD for Nuisance Program. Motion carried unanimously.
Motion by Piva seconded by Porter to approve quote from Roy Gunderson use of ARPA funds for new flooring at the library. Motion carried unanimously.
Motion by Zoucha seconded by Porter to approve Olson’s building permit for carport at 410 W 3rd. Motion carried unanimously.
A lengthy discussion was held on Joe Kupper’s building permit for steel building. No Action was taken.
Motion by Zoucha seconded by Porter to approve building permit for Dormann’s Metal Building if conditions were met. Motion carried unanimously.
Motion by Piva seconded by Porter to approve Sally Corfield’s building permit for Gazebo at 219 Main St. Motion carried unanimously.
Motion by Piva seconded by Zoucha to approve Wesleyan Church building permit for carport at 17760 HWY 26. Motion carried unanimously.
A lengthy discussion was held about Wiant’s livestock permit to allow pigs at 111 E Ave G. No action was taken.
No Action was taken on agenda item 12 for SDL for Oshkosh Water Tower.
Motion by Porter seconded by Piva to approve May 2nd for Community Clean-up Day and May 9th as alternate. A roll off container will be provided and meals from Eastern Star. Motion carried unanimously.
Motion by Piva seconded by Zoucha to approve Resolution #03-24 Garden County Local Emergency Operations Plan. Motion carried unanimously.
PASSED AND APPROVED THIS 11th DAY OF APRIL 2024.
Motion by Zoucha seconded by Porter to approve fence permit for Oshkosh Water Tower. Motion carried unanimously.
Attorney Roundtree provided information on steps to take to integrate ordinances into the sheriff’s database.
Motion by Piva seconded by Zoucha to go into closed session at 6:00 p.m. with Attorney, City Administrator, Deputy Clerk & Economic Development Chairperson Randy Stanczyk on agenda item #17 for potential litigation on delinquent LB840 loan. for the protection of public interest to prevent needless injury to the reputation of an individual. Motion carried unanimously. No formal or informal action taken in the closed session.
The meeting was reconvened at 6:16 p.m.
The council discussed hospital transition status.
Motion by Zoucha seconded by Porter to adjourn the meeting at 6:37 p.m. Motion carried unanimously.
