The City of Oshkosh Council met for regular session May 9, 2024, at 5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was advertised in the Garden County News and posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
President of the Council Michael Piva called the meeting to order and read the Open Meetings Act, LV 898.
Present: Council Members: Mike Piva, Gary DeCock, George Zoucha, & Jaden Porter: Absent Mayor Terry Davis. Also attending: City Administrator James Bondegard, Deputy Clerk Kim Martin, City Attorney Rory Roundtree, Sheriff Randy Ross, Eldon Holthus, Brad Howell, Casper Corfield, Mary Kay Robinson, Tony Martinez & Deb Condra.
Motion by Zoucha seconded by Porter to excuse Mayor Terry Davis from meeting. Motion carried unanimously.
Motion by Zoucha seconded by Porter, to approve the consent agenda: agenda, minutes, claims, Treasurer’s Report. Motion carried unanimously.

ARPA Funds: Update on financials and completed project for shade structures.
Broadband: No update given.
Bondegard gave the council an update on the estimated cost of the Main Street Sidewalk project cost from engineer.
NEW BUSINESS:
Sheriff Ross discussed the sheriff’s report.
The Animal Control Report was reviewed.
The council discussed in length with Howell and Robinson from Garden County Health Services on assisting with hospital transition. Attorney Roundtree discussed having an Interlocal Agreement. Motion by Zoucha seconded by DeCock to have Interlocal Agreement drawn up. Motion carried unanimously. Roundtree advised having a Special Meeting. Council scheduled Special Meeting for May 16, 2024 at 7:30 a.m. at Oshkosh City Hall. Meeting notice to be posted at three public places.
Motion by DeCock seconded by Zoucha to approve Deanne Cooper’s request to give free ice cream to swimmers after swimming lessons. The date will be given later depending on the weather. Motion carried unanimously.
Motion by Piva seconded by Zoucha to approve Caitlin Calvert to the Library Board. Motion carried unanimously.
Motion by DeCock seconded by Zoucha to approve Eldon Holthus Building Permit at 407 W 3rd for deck pending approval from Methodist Church on location. Motion carried unanimously.
Motion by DeCock seconded by Porter to approve Gene Hohl’s building permit for carport at 300 W 3rd. Motion carried unanimously.
Motion by Zoucha seconded by Porter to approve Special Designated Liquor License for the Oshkosh Water Tower for July 5th Street Dance. Voting Yes: Porter, DeCock, Zoucha. Abstain: Piva. Motion carried.
No action taken on agenda item # 9.
Motion by Piva seconded by DeCock to approve Economic Development committee recommendation of a 15-year new business loan $80,000 for Casper & Shannon Corfield for the purchase of the Oshkosh Superette. Motion carried unanimously.
Motion by DeCock seconded by Zoucha to approve Economic Development committee recommendation of a 5-year business loan of $32,000 for Casper & Shannon Corfield. Motion carried unanimously.
Motion by Porter seconded by Zoucha to adjourn the meeting at 5:36 p.m. Motion carried unanimously.
