The City of Oshkosh Mayor and City Council met for regular session on June 8, 2017 at 7:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the council chambers. Notice of this meeting was posted at City Hall, Garden County Courthouse, and Post Office. The agenda for this meeting was kept current and available for inspection at the office of the City Clerk.
Mayor Levick called the meeting to order and read the Open Meetings Act, LB 898.
Present were: Mayor, Jim Levick and Council Members: David Cook, Gary DeCock, Sarena Assmann, and Terry Davis. Also attending: Attorney, Mary Kay Robinson-Boone, Administrator, Bill Campbell, and City Clerk, LeAnn Brown.
Motion made by Davis, seconded by Assmann, to approve the agenda, approve the minutes of the previous meeting and to waive the reading thereof. Motion carried unanimously.
Motion by Cook, seconded by DeCock, to approve the Treasurer’s Report. Motion carried unanimously.

ORDINANCE NO. 437
AN ORDINANCE OF THE CITY OF OSHKOSH, GARDEN COUNTY, NEBRASKA TO ADD A SUBSECTION TO SECTION 5-3 “HEALTH AND SAFETY” WHICH PROVIDES FOR THE REMOVAL OF VEHICLES FROM PUBLIC PROPERTY LEFT PARKED FOR MORE THAN 72 HOURS, TO ESTABLISH NOTICE AND ABATEMENT PROCEDURES AND TO PROVIDE FOR EMERGENCY SUSPENSION OF TIME LIMIT AND NOTICE PROCEDURES AND PROVIDES WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT.
5-3.11.1 REMOVAL OF VEHICLES FROM PUBLIC PROPERTY. Any motor vehicle, livestock trailer, farm trailer, flatbed trailer, homemade trailer, or pickup bed trailer, licensed or unlicensed, left parked on public property for more than 72 hours shall be deemed an abandoned vehicle, and as such a nuisance. After notice affixed to vehicle for 5 days it shall be subject to removal and impoundment by the City until lawfully claimed or disposed of in accordance with the laws of the state. In the event of a dangerous or emergency issue with any vehicle parked on public property the 72 hour limit and 5 day notice shall be suspended and immediate removal and impoundment authorized.
This ordinance shall be in full force and effect following approval by City Council and signed by Mayor.

Clerk Brown gave a report on the activities at the swimming pool. Swimming Lessons will be held June 19-30th, Monday through Friday. Lessons will begin at 4:30 p.m. and end by 6:30 p.m. Night swimming hours will be adjusted for these two weeks to be open from 7:00 p.m. to 9:00 p.m., Monday through Friday only. On July 4th the pool hours will be from 12:00 o’clock noon to 4:00 p.m.
Motion by Cook, seconded by DeCock, to approve building permits to Randy Stanczyk and Rob Carlton. Motion carried unanimously.
Attorney Robinson-Boone gave the executive summary from the NDEQ on the building at 602 Main Street. The Mayor and Council will proceed with Phase II.
The bids received for repairing the benches at the City Auditorium were tabled until more information can be obtained from one of the bidders.
Motion by Davis, seconded by Cook, to adjourn the meeting at 9:13 p.m. Motion carried unanimously.
