Minutes for Special Meeting 4-22-2024
The City of Oshkosh Mayor and City Council met for special session on April 22, 2024, at
5:00 p.m.
In compliance with the Open Meetings Act of Nebraska, a current copy of the act is posted in the Council Chambers. Notice of this meeting was posted at the Oshkosh Post Office, City Hall and Courthouse. The agenda for this meeting was kept current and available for inspection at City Hall.
Mayor Davis called the meeting to order and read the Open Meetings Act, LV 898.
Present: Mayor, Terry Davis and Council Members: Mike Piva, George Zoucha, Jaden Porter, Gary DeCock. Also attending: City Clerk James Bondegard, Deputy Clerk Kim Martin, by phone attorney Rory Roundtree, Building Inspector Scott Smith, Planning Chairman Randy Stanczyk Joe & Liz Kupper, Tony Martinez, Deb Condra, & Michelle Dormann.
Motion by Zoucha seconded by Piva to Suspend the statutory rules requiring ordinances to be read by title on three different days to be suspended and that Ordinance No. 480 be considered on same day upon reading by number and placed on final passage. Motion carried unanimously.
Motion by Piva seconded by DeCock to approve Ordinance No. 480 Motion carried unanimously.

ORDINANCE NO. 480
AN ORDINANCE OF THE CITY OF OSHKOSH, GARDEN COUNTY, NEBRASKA, TO REVOKE ORDINANCE NO. 444A; TO PROVIDE THAT THE PROVISIONS OF THIS ORDINANCE SHALL BE MADE A PART OF THE CODE AND ZONING REGULATIONS OF THE CITY OF OSHKOSH; AND PROVIDE WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT.
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF OSHKOSH, NEBRASKA:
SECTION 1.
Ordinance NO. 444A: “AN ORDINANCE OF THE CITY OF OSHKOSH, GARDEN COUNTY, NEBRASKA TO AMEND ZONING REGULATIONS REQUIRING MINIMUM OF 12” EAVES ON ALL ACCESSORY STRUCTURES IN R1 AND R2 ZONES, AND PROVIDE WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT”
is hereby repealed, revoked and shall no longer be a part of the Zoning Regulations of the City of Oshkosh, Nebraska.
SECTION 2.
Any other ordinance or section passed and approved prior to passage, approval, and publication or posting of this ordinance and in conflict with its provisions is repealed.
SECTION 3.
This ordinance shall be in full force and effect from and after its passage, approval and publication according to law.
Passed, approved and adopted on this 22nd day of April, 2024.
Motion by Piva seconded by Zoucha to approve building permit for Joe Kupper for metal building at 1012 W 1st St. Motion carried unanimously.
After a lengthy discussion, Motion by Piva seconded by Zoucha to deny a Livestock Permit for Morgan Wiant at 111 E Ave G for pigs. Voting Yeas: DeCock, Piva, Zoucha. Nays: Porter.
Bondegard discussed bid for stump removal on Main Street.
Motion by Piva seconded by Zoucha, to adjourn the meeting at 5:23 P.M. Motion carried unanimously
